court to express an opinion on the
subject. If. as a matter of fact, the
treaty grants the rights which Great
Britain claims. Is it a ‘surrender to
Great Britain* for nur nation to re
peal a law that raised that question
The repeat of the law cannot be con
strued to be a construction of th<
treaty. It is simply a refusal on the
oart of the United Elates to raise
that question in any way. In the
controversy over the Welland canal,
('anada withdrew a discrimination
which she had made in'favor of C'a
nadian ships, ‘in order that no cauge
for friction with the United States
authorities in regard to the matter
should exist.*
Why cannot the United States
withdraw a discrimination for the
same reason. When the treaty In
volved was before the senate for rat- ncp-yi
ideation an attempt was made to S'yrACTc
amend it as to permit a diacrlminfi
tion in favor of coastwise vessels,
but it was \oted down by a decide!

Probably a night horse show will
be held in Columbia this fall in con
nection with the state fair. The idea
originated with J N. Kirven of Dar
lington. president of th.* South Caro
lina Agricultural and Mechanical so
ciety. Interested horsemen will hold
a confocence in Columbia during the
horse show this month to decide
whether the project" is practicable.
