This report is oignlficant be- • cause of the small sums of money re ported, and the Indications 'from it tend to show that very little, money is collected by way of Qnes in Colleton County. '* N . By request we publish below the law whictr governs, *or which ia sup posed to govern, magistrates in this matter. The law qubted is taken from Sections 1407 and 1408 of the Code of Laws of South Carolina, 1912,, Volume I, as follows: "All fines and penalties imposed aad collected by magistrates in crim inal cases must be forthwith turned over by them to .the County Treasur ers of their respective counties for county purposes. But when. Jfey law. any person is entilted, as informer, to nny> portion of such fine or*pcnal- ty, the same shall he Immediately paid over to Mm. Every magistrate shall, oa the first Wednesday in each moath. er within tan days thereafter, make ia writiag. to th«^ Auditor and Treasurer of hie Coun ty, a full and accurate statement of ^ Oil moneys collected by him on ac> count of flnes, penalties or forfei- teres during the past month, together with tip title of each case where a fine baa been paid, and the County Treasurer a are required to keep a record of the title of each cdse in which the flae haa been paid, the na ture of the offense for which the fine was imposed and the amount - thereof." v ‘ The Ceunty Treasurer informs n« that very few of the magistrates are living up to the full requirements of this Important law and that very few reports are filed la h*ls office. While It la not our purpoee to censure any one, w% believe that this law should he cerried out by the magistrates. Certainly someone would like to keep ne with the doings of the magistrates courts, and this would afford an ex- cellent manner in which it could be done.
