rant may conclude that the se
curing of a license is equivalent to
a marriage ceremony. Hence It la

called upon to perform the cere

Section 1 Be it enacted by the

shall be unlawful for any persons
to contract matrimony within this
I State without first procuring a li
cense as hereinafter provided; and
it shall likewise be unlawful for
i anyone whom*oe\er, to perform the
; marriage ceremony for any such pe
| sons without said persons first de-
j livering to Ihe party performing
< said ceremony a license as is here
inafter provided, duly authorising
! said persons to contract matrimony.
Any person or officer performing
the marriage ceremony without the
production of such license shall, on
conviction thereof, be punished by
a fine of not more than one hun
dred t SlOtf) dollars nor less than,

prisonment not more than thirty
! days nor less than ten.
Sec. 2. For the purpose of carry
ing out the foregoing provisions
the judge of probate shall Issue a
license for the marriage of any per
sons upon the payment of a fee

a statement under oatb or affirm
ation to the effect that the per
sons seeking to -contract matrimony
are legally capacitated, to marry
together with tbe full names of
the persons thelp ages and places
of residence. Of tbe fee of one

shall retain twenty-five cents as
his compensation; tbe remaining
seventy-five cents shall be paid in
to tbe county treasury and go to
the school fund of said county

Dr. Tail Butler, of the North Carolina Experimental Station,
a recognized authority on animal feeding, says in speaking ol
a proper ration for work horses and mules, "I wou.d rather
have two pounds of cotton seed meal than four pounds of corn;
1 would rather have two pounds of cotton seed meal than four
pounds cf oats. Corn is a good horse feed, but we are wasting
two million dollars per year in North Caroling in feedings an
all corn ration.”
Hon. H. C. Hammond, of Augusta, Ga., the distinguished
breeder of fine horses, says, “Cotton seed meal makes the dry
!T ration of the horse go down, and what is more important, go
through; so 1 have come to the belief that aside from its won-
