In the February number of the
Southern Good Roads magazine,
pobtiehed at Lexington. N. C.. are
two illustrations which do not reflect
very much credit on the manage
ment of affairs in Colleton county.
One of them is a cut of the recent
convict’s camp and the other

of the road machine. Under
the first appears the following:
“Walterboro. S. C. A Poor Camp.
No Inspection in This State. Camps
of This Sort Are Of ten Set on Fire
by the Convicts in an Effort to
Escape. Guard Quarters are no
Batter.” Under the second, the
following: “Walterboro, S. C. A
Tribute to Incompetency. A Second-

The camp referred to is that oc
cupied for the last several months
by the convicts, situated near Super
visor Griffin’s residence. The road
machine was purchased several years
by former Supervisor Moore,
cuts, we presume, were
furnished this Magazine by the
United States Expert when here last
summer.

high prices cotton has been bringing,
Md many of them have much larger
bank accounts as a consequence.
On an automobile ride with n col
lege mate, “Doug” Manning, we
saw many beautiful farms, some of
them real true * “picture
farms.” Splendid homes crown the
hills, each with its waterworks plant,
electric or acetylene lights, beauti
ful lawns and driveways. As far as
the ey%can see fields, stumpless
fields, of cotton lands prepared for
planting, and some of them being
already planted. The “lords” of
these mansions live like princes sure
enough. They have blooded homes
and automobiles for use and pleas
ure, and plenty of labor to till their
farms. Being Presidnt of the
United States would hardly prove
any temptation to many of these
sturdy planters, and we would not
blame them, for who would want to
give up such a life of ease and
affluence for the turmoils of a poli
tical career. But the very most
substantial and best citizens accepted
office under the new county govern
ment. and we wery told that the
baby is well governed.

aid had the pleasure last week of
spending a few days in the baby
county of Dillon, that healthy little
infant which is the newest addition
to the counties of the state. What
we saw there convinced us that there
would be more beard from this baby
county. Composed of the best
farming lands, and- with a people
prosperous, intelligent and progres
sive. there is nothing that will keep
this county from forging to
front, and that with rapidity.
The town of Dillon, the county
seat, is only a score of yean old. but
it numbers in population S.500 abuls,
not taking in the mill vilUges and a
thickly populated suburb, which
refuses to “merge.” This ie a live
‘little city. Its streets are well
graded arid drained sand day roads.
Its sadewslks are paved. Ample
railroad facilities and s little com
petition between the Seaboard and
the Coast line, give the town the
advantage of cheap, freight and ex
cellent passenger service.
A lot was recently purchased on
which to erect a court-house. $10,-
000 was paid for it. and $100,000 will
be expended for a jail Jand court
house. The Methdist church stands
''on the site to be occupied by the
emart house, so the members of this
will erect another
at a coat of $30,-
000. The Baptists, not to be out-

out a year ago, he was nothing
daunted, but went to work with
renewed energy and he now has a
well equipped newspaper office,
which will compare very favorably
with the spotless sanctum of Editor
Knight of the Bamberg Herald.
He is one of the few newspaper men
of the state who have «> far installed
a Junior linotype. He is much
pleased with it, and by its aid he is
getting out one of the best weeklies
we have seen.

With such surroundings, such
people and such a newspaper Dillon
cannot but succeed.

Editor Clarence Poe of The Pro-
grenrive Farmer has written many
good tilings, but we doubt if he
ever came nearer expreesing a great
truth more forcibly than he has in
the following dipped from one of
his letters written whfie he was in
Asia last winter. Summing up
conditions in 4sia, and 1 speaking
particularly of the illiteracy of the
Oriental peoples, he says:
No, the prosperity of every man
of every interest, of every industry
depends upon the pnmperity of the
average man with whom that indi
vidual or industry has to do. You
prosper today, you live in greater
comfort, simply because men in
other ages have encounged Knowl
edge, Education, and as a result of
Knowledge, have better Tools and
Machinery for men to labor with.
That is our debt to the Past; to the
Future we owe the duty of en
couraging Knowledge in constantly
increasing^degree.

School, who pays his tax for educa
tion grudgingly as if it were a char
