This law completely changes the status of the road work in this county. !♦. is, therefore worthy careful consideration. Be it enacted by the General As sembly of the State of South Car olina: Section 1. That a highway com mission for Colleton county ia hereby created for the purpoae of carrying out the provWona of this Act. Said commission shall be compoeed of three members to be appointed and edmmisaoned by the Governor, upon the recommerdation of a majority of the members of the General Assemb ly from Colleton county. Their term of office shall be for two' yean and until their successors have quali fied, unlem sooner removed by the Governor upon the recommendation of a majority of the memben of the General Assembly of Colleton coun ty. Sec. 2. The said commission shall, as soon as appointed and qualified, elect one of their number as chairman and one as clerk. Each member of said commission shall give bond in the sum of one thous and dollars (11,000), to be approved by the clerk of court for Colleton county. Sec. The said commission shall at onca arrange for the sys tematic work on the roads and bridges in the several townships of the county. Said commission shall appoint one or more overseers in each township of the county, whose duty shall be to superintend and work the roads and build and repair bridges in their several town ship by the approval of county high way commission. Said overseer or oveneera shall not work leas than eight men in each gang and shall pay not over one dollar ($1 00) per day for ten hours work. All work must be done to the mtifaction of the highway commimion. See. 4* The said highway com- miamon shall have the eame power •e that now pomsned aad exercised by the aupervieor and county hoard of commimioaera over the public highways and bridges in each town ship of the county. The said com mimion shall have the exclusive management of the chain gang, teams and all of the equipment of the county now being used by the aupervieor for working upon the public highways and bridges of the county, and the said supervisor and county hoard of commisaionen are hereby authorised and directed to audit, approve and pay any and all claims presented to them for pay ment by the said highway commis sion. Sec. 5. All moneys that are derived by taxatjop from the three- mill specical rofcf tax and the com mutation tax for the building and repair of public highways and bridges shall be expended in the township from, which the same is derived, except that the funds de- 1 rived from taxation on railroads for ! such purpose shall be paid equally to j each township for roads and bridges. Sec. 5. All funds derived from; j taxation on the 3 mill road tax for | the building of public highways and bridges in municipal corporations ■hall be paid over by the county treasurer to the town treasurer from which the same was derived, and by such m unci pal corporation expended on the public streets of said town. Sec. 7. The said highway com mission shall be required to make such itemized reports as is now re quired unders the law by the super visor and county board of commis sioners of Colleton county. Sec. 8. The treasurer of Colle ton county shall keep an accurate ac count of the taxes for road purposes in each of the (pwnships of the county, and said taxes shall go to pay for work done on the roads and bridges in the respective townships, subject to the order of the highway commission her einbefore provide^. Sec. 9. The chairman of the highway commission shall receive five dollars ($0.00) per day a* com pensation for his services not to exceed seventy-five (75) da>s in any one year, and the member selected as clerk of said commission shall receive four dollars ($4.00) per day not to exceed seventy-five (75) days in any one year, and the other mem ber shall receive four dollars ($1.00) per day not to exceed fifty (50) days in one year. ^ „ Sec. 10. The supervisor is here by authorized and directed to pay said salaries as provided in Section 9 of this Act, as well as all expenses of the chain gang and ita equipment, out of the ordinary fund in Colleton county. ^ Sec. 11. The supervisor and county board of commimoners shall continue to perform all other duties required of them by lew except i herein provided. Sec. 12. That all Acts and parts of Acts iaeomiatent with this Act be, and the same are hereby, repealed. Sec. 13. This Aci shall take effect immediately upon its approval by the Governor. orrioi of A. J. That the nature of alcoholic drinks and narcotics and special instructions as to their effect upon the human system, in connection with the several divisions of the subject of physiology and hygiene, shall be included in the branches of study taught in the common or public schools in the state of South * Carolina^ and shall be studied and taught aa thoroughly and in the same manner as other like required branches are in aaid schools, by the use of text books in the hands of pupils where other branches are thus studied in said schools, and orally in the case of pupils unable to read, and shall he taught by all teachers and studied by all pupilg in all said schools supported wholly or part by public money. 2.£»The text b(x>ks used for the instruction required to be given in the preceding section in the primary and intermediate grades, shall give one-fourth of their space to the consideration of the nature and effect of alco holic drinks and narcotics, and FEB. 15. 1911 the huOws UScd in the highest grade of graded schools shall contain at least twenty pages of matter relating to this matter. 8.
