JAN. 19. 1910. Whan do you think of the proposed road law for Colleton county? Have you contributed to the Mon ument Fund yet? If not, why not? A glance at the Supervisor’s quarterly report in this issue will show that “St Paul’s Parish” is get ting the lion’s shore of road working or at least the county is paying a pretty stiff price for such purposes there. Special legislation is always dangerous, and it will be well for our legislators to revise this special legislation or the county may become bankrupt in carrying it out. LAW AND ORDER LEAGUE. Some months ago there was a public meeting held at the court house for the purpose of organizing a Law and Order League, which was done and officers elected, a constitu tion adopted etc. all of which looked very good on pa|>er and in print. Since that time nothing has been done to further perfect the organi zation nor to put it to work. It U the opinion of this paper that this is a mistake. \\ e need such an or ganization very badly. There is in THE REASON WHY. It has fallen to the lot of the editor of The Press and Standard to help grade quite a great many sets of examination papers in the last few years, being a member of the County Board of Education. In the recent special examination there were eight applicants for teacher’s certificates, five white and three negroes. Only one secured a certificate and that was a third grade! The examination, too, w-as not a hard one. Is this the best our common t 8chool system can do? Is its finshed product not capable of making a third grade certificate on easy questions? If not. why not? Of course it must be understood „ * that many of the brightest pupils never appear before the examining board. We hope this is true. But should not every boy and girl who is allowed to finish in the common schools of the county be able to win a teacher’s certificate? Some of the causes of this, we believe, are as follows: (1) Incom petent teachers (2) Terms too short; (3) Poorly equipped schools; (4) Lack of interest on part of pat rons; (5) Too many schools; (6) Change of teacher. We, therefore, eall upon President Howell to call another meeting of the Ix’ague and make an effort to organize every township in the county. ■> Now at the beginning of the New Year is the time to act. THE ClViC LEAGUE. Walterboro should see to it that those organizations intended to foster civic pride and to improve appearances injtown should be kept very much alivt. One of the hardest things we have ever tried to under stand is why such organizations do not flourish here. There is no doubt of the fact that they are needed, and that they could accomplish much good. Other towns have them and flourish in proportion to their strength and the enthusiasm shown in them. So much by way of introduction, if introduction be needed, to say that we are very much disapt>ointed in the late lack of interest and enthusiasm in the Civic league. W'e understand that it is practically dead. If our information is correct the officers have tried several times to get a meeting, and each time have met with failure, there being at most only three members present. Why is this? Are the ladies of the town toeing interest in thefr organi zation? Have they done all they could find to do? They are not go ing to let the League die? Spring is gpming when the town will natur- rally pot on much beauty and life. A little aid from the League would do rnaek to beautify the streets and vacant lots. So we would especially urge the membera to keep their Don’t let it die! .. trustees who employ teachers Xvho know nothing to teach are responsi ble for this failure on these examina tions. A fountain cannot rise higher than its source and if the teacher cannot get more than a second or third grade certificate, how can the pupil? But this brings up the question of funds. Good teachers, like good mechanics, good printers, and good workmen generally, command good pay. and the districts in order to secure their services must have money to pay them. Special tax levies are needed, fewer schools, larger attendance.. A few defects and a hint at the remedies. A word to the wise is sufficient. TO BEGIN BUILDING.
