Prof. P. C. Garris, who will teach

W. A. DURANT,
- s.c
it would he a breach of good faith
for the general assmbly of 1910 to
force prohibition on the counties
that in the recent election repudiated
it and declared for the retention of shoes for
the county dispensary. The Press
and Standard and Mr Burton do not
•ce it that way. Now. would it or
would it not be a breach of the com
promise for the prohibitionists to
force through a statewide law?
W’hile we do not agree with The
State in every point of its argument,
nor with its conclusion—that it
would be bad faith—we do agree
with it in the general conclusion,
that the legislature ought not to
pass the law. It would not be bad
faith for the reason that the doings
of the 1909 legislature are not bind
ing on the legislature of 1910. While
it is same body, in its personnel, it is
not the same in its relation to the
state.
We believe that the matter of
statewide prohibiton should be sub
mitted to the people of the state in
the election next fall: that issue, by
itself and clearly defined. It would
carry; yes. And prohibition would
be forced on those six counties all
the same; yes. Then what is the
advantage, one may inquire; why not
let the legislature go ahead and
pass the law, if we are sure that
statewide prohibition would carry
in a general election? The difference
is this: if the matter is submitted to
the people, and wins, it has their
endorsement and support just as the
local option victory of 1906 has. We
regard this means as the only logical
and fair method that the prohibition
ists can adopt.
That leads to the question as to
whether or not a statewide law is
democratic. And, as we have often
argued, the state is a sufficiently
small democratic unit to have just
one law on this subject. Here we
agree with The Press and Standard
and Mr Burton, that it is not demo
cratic for the effects of a law in one
county to be nullified by a contrary
or conflicting law in another and
contiguous county.
The Advertiser advocates state
wide prohibiton, but it does not
subscribe to what is said and done
by a great many prohibitionists in
the state. We want to see the, law
on our statute books, but we are
particular about the means* employ
ed to secure it. - The (Laurens Ad
