With the close of the first prohi
bition-yeaf-Hi-AtlanU the chief of-
police returned a report giving the
exact figures in comparison of the
last year of whiskey and the first
year of temperance. The marked
decrease in the number of arrests and
the general diminishing of crime
throughout the entire state seems to
point with a strong argument to the
fact which is sometimes doubted,
that prohibition does sometimes pro
hibit. The year |iist passed was
perhaps the hardest the law has ever
been called on to handle and the
showing made is remarkable when
these facts are considered.
In the number of .arrests the de-
! crease is H.^iu as compared with that
of the previous year. The tines in
| the recorder's court tell of!'$13,
and the decrease in the actual amount
of cash collected in the recorder's
i court is*$ >4,351* The amount ot

Now that the world is gaining
bo much loss in coaequence of the
liquor trnflic-and our county ia
being aroused on the auhject, 1
wish to give a few facts that
came under my observation a few
years ago. I lived in a county
that had been dominated by the
liquor tra(lie. They had usually
three months of schools during
the year. For these schools the
teachers were paid from .flT.iiO to
$27.CO per month according to
grade, and school warrants were
cashed at a discount of 25 per
ceait. The school board was
12.500 iu debt and therfl were
very few, I think only three or
four, respectable school houses in
the county. ^
The county was $5,000 in debt,
and county warrants went at a
discount of 25 to 40 per cent.
There were only a few bridges in
the county. The jail house
would have made an interesting
curio for the World’s Museum.
The couit house sold at public
auction for $60.00 and was moved
off the county square. There
were practically no public im
provements. The county bad
tried liquor for more than forty
5 ears. The terms of court lasted
as long as the law would allow,
one and two weeks respectively
and I have known as many as
twelve prisoners carried over
from one term of
next term at a
month board each
The dockets were never clear
ed. Ami there was not a bank
in the county. But we put liquor i

some of the county officers told
me that taxable property had
doubled in the county within
the four years of prohibition.
The drunken men, the ffst-ti-
enff botus, the shooting affrays,
the pandemonium caused gener
ally by liquor, was not seen on
the streets nor in the back store
lots, and prohibition there did
prohibit. It will always prohib
it when the officers of the law do
their duty. If l was an officer
sworn to enforce the law, I should
consider it as a personal insult
for a man to say a prohibitory
law did not prohibit in my juris
diction.
Now as to the revenue from
liquor investigation shows again
and again that every dollar of
revenue a city or a county gets
from the sale of liquor costs the
city or the county that got it
three dollars in criminal prose
cutions, besides the wrecked

$15,000—a beauty. They had a
brick jack house with steel cells.
