State of South Carolina, County of Colleton. llotice is hereby given tha the General Election for State and County Cfficers will be held at the voting precincts prescribed by law in said County, on Tues day, November, 8,1908., said day being Tuesday following the first Monday in November,as prescrib ed by law. Fe it renolved b' the General Assembly of the State of South Carolina, Ihat the following amendment to the Constitution of the State of Sooth Carolina, be submitted to the qualified electors of tlie State at the next general election for Representatives, and if a major ity of the electors qualified to vote tor members of tlie General Assembly voting theieon shall vote in favor of such amendment, and a majority of each branch of the General Assembly shall, after such election, and before another, ratify said amendment by yoasand nays, that Sectiou 7, Article V1U, relating to bonded indebtedness, be amended by adding at the end thereof ~tbe following words: Provided,That the limitations imposed by this Section and by Section 6, of Article X, of this Constitution, shall not apply to bonded in debtedness incurred by tho town of Gaffney, in the County ot Cherokee, when tho proceeds of •aid bonds are applied solely and exculsively for the building, erecting, establishing, and maintenance of waterworks, elec trie light plants or sewerage system, and where the quo'tion of incurring such indebiednes* is submitted to the qualified electors of said municipality, as provided in the Constitution, upon the the question of bonded indeb; edneas. Be it resolved by Geweral Aaaemb^ of the of Sooth Carolina, That tho Constitution of the Sta.e of South Carolina, be submitted to the qualified electors of the State at th{ next general election for Representatives, and if a majori ty of the electors qualified U vote for members of the Genera! Assembly voting thereon, shall vote in favor of said amendment, and a majority 6f each branch of the General Assembly shall after such election, and before an other, ratify the' same amend ment by yeas and nays, Section 4 of Article Xlll of the Constitu tion of the State of Sonth Caro lina, relating to “Militia,” be amended by striking out in the first line the words “and Inspec tor;” so that the Section, as amended, shall read as follows: There shall be an Adjutant General elected by the qualified electors of the State at the same time, and in the same manner, as other State officers, who shall rank as Brigadier General, and whose duties and compensation shall be prescribed by law. Sec. 2. That tho question of adopting the amendment propos ed in the foregoing Section shall be submitted to the electors as follows: Those in favor of tho amendmetu shall deposit a hallo! witb the following words plainly printed or written theron : “Con stitutional Amendmen* to Sec tion 4 of Article XIII, Yes;” and thost opposed tosa d amendment •4'iull cast a ballot with the fol lowing words plainly printed or written thereon: “Constitu tional Amendment to Section 4 of Article XIII, No.” Approved the 20th day of Feb- D. 1908. be separate and distinct ballots and boxes at this election for the following officers, to wit: (1) Governor and 1 ieu tenant Governor; (2) Other State Officers; (8) State Senator; (4) Members of House of He- pre entatives (6) County Offi- c?rs. The Managers elect their Chairman and Clerk Polls at each voting place must be opened at 7 o’clock a. m. and cla«ed at 4 o’clock p. m., except in the City of Charleston, where they shall be opened at 7 a. m . and closed at 6 p. no. The Managers have tho power to fill a vacancy, and If none of the Managers attend, the citi zens ran appoint from among the qualified voters, the Managers, who after being i-worn, can con duct the election.
