CRISIS HAS PASSED
IN RUSSIAN CONDITION
TJk&sc to Dissolve Parliament
,p o
Was Not Issued.
GENERAL STRIKE IS PREVENTED
<0
Decision to Postpone Dissolution of
Parliament Was Preceded by Receipt
of Practical Ultimatum of Goremy-
kin Ministry. J
St. Petersburg, July 21.—The tenv'
crisis mhlch faced the, country Frt-
tlsy. lias been imssed.
On Thursday night a docislon was
reached to dibsolve parliament Satur
day,'and a ukase to this effect was
actually prepared, but when It. be
came apj><9< n? that the constitutional
Democrats, although they had obtain
ed a nominal victory, had virtually
suffered dofeat and were* auxiout
to retrieve their blunder. It was decid
ed at Psterhoff not to Issue the nkuse,
but to allow the matters to drift
along for the present.
Saturday morning ^fftterlor Minister
fkcflypin notified the chancellor of
imrllament that he would appear in
the house turd ay and answ’cr in
tsrpeliations.
Tbs Nasha Shlsn ssys that the de
cision to postpone the dissolution of
rarliament was preceded by the re
ceipt of what was practically an ultt
tnatuin from the Goremykin ministry,
which demanded Co be allowed to re
Kign or that it be given s free hand.
The prevailing sentiment at Peter
hoff continues to be that a decisive
step to suppress parliament as a rev
olutionary center will be necessary tn
the ninr future, but There seems hope
that the open breach between the
left and the constitutional Democrats
with the loss of prestige suffered by
the latter, may so complicate the sit
> nation as *o render tho task of the
guvernmen* carlcr. All chance of
the forma*i'>n of a ministry composed
of constitut.onal Democrats Is seem
Ingly ended, as it. Is plain that the
constitutional Democrats no longer
control a^p&rHatncntary majority. The
present situation cannot be prolonged
and many competent Judges believe
that matters arc rapidly moving to
ward a dictatorship.
The arrival of the ptard regiments
at tho capital has been followed by
the etrengt hexing of the patrols all
throughout the Industrial quarters,
where the workmen are greatly ex
cited by the complete suppression of
the Eocialirtlc press. Orders have
also been issued to all printing of
fices to notify the chief of police Im
mediately of any attempt to set up the
address of the lower hoiiHe to the
country. " The temper of the masses
can be Judged by the tact thaf mobs
resisted the closhtg of the .AiTTces o!
the Socialistic papers last night and
that at meetings of the proletariat or-
. ganizatlons of Moscow It whs resolved
,to make the dissolution of parliament
the signal for a general strike.
