Boiithwipk Oieoieimed Reference. t> *• Waehingtoa, June 30.—Whet iiromle- ed to L-t- a aerloue pereonel encounter between RepreacntmUve George N. Southwick, of New York, end Charles L. Bartlett, of Georgia, was prevented Friday in the house by tu* Inreeelon of friends. 0 Mr. Bartlett, holding a knife, told Mi. Bouthwick the latter dare not eay he ‘Med" or the (Bartlett) would cut him. Mr. South wick sought to pass a res olution increasing^ the pay of the tal ly clerks. Air. Bartlett, a member of the committee on accounts, asked If tjui resolution had been passed on by the committee of the bouse. % The tpeakcr Informed him that it had not. Mr. Bartlett objected. Southwick pleaded with Bartlett to let the reso lution through, but the Georgian was determined that It should not pass. Backing away from Southwlck he took a position on the Republican side. Then Southwlck made a remark that there hail been a good deal of lying In the committee oa resolutions and made a movement toward Bartlett. Thinking, he says, a personal assault was intended, Mr. Bartlett who had a ■liver penknife in« his hand, remark ed that Southwlck dare not say he lied or he would cut him. Frlouds Interefered. .is the result of a controversy with Mr. Southwlck, of New York.' there came very near beinj, a personal ec- counter between the two men. Bart lett drew a panknlfe. Representa tive* William*, of Mississippi, and James' of Kentucky, rushed in be tween the two men and further trou ble was averted. . 0 Speaker vannon appealed to the ser geant a: arm j to freeerve order, and that. oOclal walked among the excited 1 member*, and finally restored order. I Judge Bartlett 8ftyr ho did not “draw a knife ' on ilr Southwlck, though he •uld it might be true that he ihvolun- tarily drew hi* penknife when Mr. Southwlck mr.de u request for unani mous cop jit. t to pass a bill Increasing the pay of some house employes. Mr Barittt who l^a member of the committee on accounts, asked if the resolution had been 'reptft-ted by that ctuumlttee, saying that the Southwlck reaction should not he passed unless aomo other similar ones were passed. Mr. Southwlck, who had previously come very near having an'encounter with Chump Clark, mumbled some thing about there being too much ly ing about this thing 'anyhow, and moved toward Judge Bartlett. What else was said could not be heard in the gallery.. The two men were close together. Judge Bartlett waa seen to draw a pocket knife and open it. He made-no move toward Mr. Southwlck. bBt members who were near stepped In. and the two men were kept apart. Finally after order wee restored Mr. Bartlett endeavored to say he object- «d to unparliamentary language, while Mr. Southwlck tried to say’ that uo unparliamentary language was used or intended. Exactly what each said was drowned by the speaker’s gavel. At the* night session of the house there wa* much confusion, some of it Attributed A) the presence of a/punch bowl full of wine In one of the commit tee rooms. It Is said that Mr. South wlck was one of those who had been visiting the punch bowl earlier in the evening. Southwlck had endeavored to interrupt Champ Clark and for a time It looked as If there would be a clash between these men. It was not long after this thet Mr. Southwlck and Judge Bartlett had their clash. Later Mr.’Southwlck dis claimed referring Judge Bartlett in speaking of liars and lying. ■ NS Old Chronic Sores.
