FURTHER COMMENT OF THE WORK DONE BY THE RECENT SESSION OF THE LEGIS LATURE. Haying stated in our last week’s issr:e what the action of the legislature wrt in regard to the state dispensary, it will perhaps be of Interest to call attention to some of the bills of general import" ance which were passed and some which failed to pass. Perhaps the most im portant measure which failed to pass was that of biennial sessions. It will be remembered that the matter was snbmitted to the people at the last gen eral election, and that the people by a majority vote declared in ite faeor. It was found, however, that the proposed amendment as voted upon would con flict seriously with other provisions of the constitution and Would not fit into the changes made by this amendment. It was necessary, therefore, to submit it again to the people with these addi tional changes. The senate passed the bill with the changes, but it failed in the house for the want of the necessary two-thirds majority. We think the failure of the legislature to submit this matter to the people again was a mis take. It |s our opinion that the welfare of the state would be protected as well by having the legislative meet once in 11 two years, as to have it meet annually, ' as the present. Perhaps the bill next in importance Which failed of passage was that pro viding for compulsory education. This bill lacked only two votes of passing the louse, and having passed the senate by a large majority fast session, it is safe to say that if it had gotten two votes more, it would have become a law. We regret very much that this bill failed to pass, but the subject is gaining ground everyyearandwearaenoourugedtobe- fceve that it will become e law within a few yuan. Nothing was done in the matter of taxation, so the county auditors end treasures can continue to complain for at least another year. The bill providing for a state bank examiner peased both bouses and will become a law. We think {his is impor tant for the protection of depositors ns well as the stockholders of the various basks in the elate; The examiner will have similar authority as the rational lank examiners. The much discussed fish question Was settled, we hope, for many yean to . come. The fertilizer inspection laws were changed in several 'important respects .Q C) which it is hoped will improve the situation in regard to this important matter. The state is to have a reformatory for white boys and au appropriation of $4- 600 was made to start with. This law provides a place not only for boys Vfho have been convicted of crime, bat also for those who are so refractory as to need the restraining and reforming in fluence of such an institution. We hope it will prove a good investment for the state. Sonth Carolina will be represented at the Jamestown Exposition which is to be held at Jamestown in’ 1907. An ap- j y propiation of $90,000 was made for this purpose. The legislature was liberal with the institutions for higher endioation. The state will purchase the guard house in Charleston for $22,000 for the use of the Citadel Academy. This will give this fine institution room to expand and will provide additional space which is badly needed. Olemson College will continue to get Us large income from the fertilizer tax. South Carolina College gets its regu lar appropriation, besides an additional sum of $6,000 for the erection of houses for the members of the faculty. Winthrop College gets all she needs for the regular support of the college and $90,000 additional for the erection of a building for model school work. It is believed by a great many people that a large number of students are at tending the state colleges as beneficiaries of the state whose parents are able to pay. In order to find oat just the situa tion in this respect the legislature paaeed a law requiring a report of the names and number of beneficiaries end pay students at all the state colleges. This report will show all who are paying their way and all who are not ••• . LOCAL NEWS. There were no lews of any great im portance effecting Colleton county. The legislation which will be toast pleasing to the people was the'redo* tion of the general tax levy of 11*1 mills for the present year. The delega tion were very anxious to out down taxes stiU farther, hot thought it un wise to out it down too much at one time. However, if the expenses of the county no greater Rita year than they were fast, the past iodebtedaeee of the county will be cleared Bp hr the end of this year and then another mill can be token off. The delegation de sired to provide funds with whisk to remodel the oonnty jell, but it was thought that the Increase in the vatne of property in the county would pro* HBUh tor oouuty and £tate is 14 mills. Last year it was 15 1-2 mills. A bill way^ passed authorizing the supervisor to borrow finds at a rate of intorest not exceeding live per cent in order to enable him to pay cash for all claims against the cocnty daring the year. 1 he following raises were made in the salaries of county officers; The treasurer, $100; the auditor, $100; the master, $100; end the probate Judge $200. The stock law as effecting this coun ty was amended by striking ont the provision allowing stock to ran at large in Broxton township during the winter months, and also taking oat of the ex emption the strip of country bounded by Walterboro railroad, Hyrne’s Branch and the Ashepoo river, and from the Ashepoo river following the O. A 8. railroad to Green Pond. A resolution was alto passed submit ting to the people at the next election the matter of coatinning the stock law exemption in tiiis county. The delega tion received a greatr many letters and petitions requesting that different por tions be taken out of the exemption; so it wee thought best to let the people pass upon the matter and settle it.
