The situation in the Near East is
one that is causing England great
concern and not only England but
all the nations of the earth. There is
no doubt of the fact that the condi
tions are such as to make possible,
and even probable, a great war. It
could easily develop into a world war.
The attitude of Turkey is belligerent,
and England is not accustomed to
the surrender of any rights she
claims without a struggle. One
would naturally suppose that with
the effects of the recent great war.
the world, for a time, would have
experienced enough of fighting. But
it is the unexpected that happens, and
no one knows just what is to develop
from the present grave crisis.

in half. Italy has reduced her
period of service and made a considerable

Poland's army, lately regarded as a

The British army is greatly
shrunken. Japan announces a decrease,
without particulars.
Here is real progress in disarm^
ament, with diminished tax burdens
and less menace to peace. But
there is no stopping. Neither by
land nor sea does the movement g~
so far as the peace-promoters and
the puhlic would like. And it is
observable that reductions in armament
by land and sea are accomplished,
especially among the bur
powers, by conspicuous expansion
of aerial armament.
Most of the war experts are
agreed that wars hereafter will bo
settled in the air. And plans for
regulating air fleets by International
action are still "up In the air.'
Something will have to be done
about that and more will have to
be done about land forces, before
there can be any insurance against
another general conflict.?Sumter
