Police Chiefs .
"Colifit oA IfttjtfUational
. PrptqKthro Measure*
New York, Sept. U,?Police chiefs
from all over the United States, most
of the e***"? centers of Europe, ana
from many countries in South America
meet here today with the hope of
forming some sort of a union looking
townru an international police system.
The idea cam# from Police Commission
Enright, of New YorK, and Us
deputy, Dr. jobfi'A. Harriss. laia
spring they traveled through Europe,
net the police leaders there, discussed
conditions, studied universal probl?
ms and came to the conclusion that
a conference, on -a large scale, would
go far toward saving the difficulties
which have leaped into police wolds'nee
the war.
Commissioner Enright brought
back promises that heads of departments
in London, Liverpool, Paris,
Brussels, Vienna, Rome and perhapEerlin
would attend.
It is the belief of New York's department,
according to Deputy Coin\t~V
!? -1 *
.,..>>^>u..vi mviva; ui cimrKe 01 arinngements,
that a criminal claso.
f. 'owing directly from the war has
confronted the police in every country.
Mr. McKay aaid it was a sort of
"overlapping class" in that the criminals,
most of whom begin on a petty
scale, travel a groat deal and so ar.'
beginning to leave their trails all over
the world.
An important feature of the convention
will be a discussion of this
ciass, and it is hoped that the chiefs
will be able to evolve some method
which will permit of a universal 4%
check, in all countires, of the activi- A
ties of the class. X
Automobile stealing, a problem ^
which is particularly bothersome to V
Canadian and Attierican officials, also <8
will bo discussed. American chiefs ?
make no secret of their desire, as far A
as possible, to copy the Europeon idea ?
of national registration for automo- i
hr.es. ??
it has been suggested, according to
Commissioner Enrlght, that it might
1 e pos> ble for the chiefs, working to- A
pother in the larger cities to produce
an international vogue's gallery, J
which will be Invaluable. Finger ^
prints would be taken and classified, ^
:.nd copies would be exchanged by the
heads of departments under the pro- A
l posed system.
Because of enabling legislation thai }
' would be reqmred by different go* - J
emments, it was pointed out that it
would be practically impossibly t - ?
evolve an official^International polite A
out of the conference. But the plan

volved, and then to cooperate in perfecting
any plan 'which is accepted by \
the men in session. <?
The conference held in the Wal- <3
