THURSDAY, JANUARY 19, 1922. The bii! introduced in the house b; Representative Hamblin of Union an< Representative H. B. Hendricks o Anderson, known as "the 48 hou i ill," would make it "unlawful for an; textile industry, whether incorporate! <. r otherwise, to require more thai 18 hours' work per week," and whicl would limit the working day to nhv hours, like all class legislation, is ; v icious piece of business, in our hum b!e judgment. There are already to< many laws, arbitrary and subversive of the spirit of free action. Evei should the bill be good in most points which it is not, it should provide : penalty for the man attempting t< work more than a stated number o hours as well as for the employer wh< attempts to compel work for a lunge period than eight hours. Why shouh there be a law against mill workers or, for that matter, any workers, ot the farm, in the store or anywhen else, making it a crime against thi ^tate for a worker to exceed the limit of eight hours? Will the next niovt be one that will make it a crime foi farmer to work more than eight hours in any given day? Will tin law be expanded so as to apply ti stenographers and all others doing of fice work? Why not? One is as,justifiable as is the other. Will the wo?kingman be really helped? We do r.ol see how. We do not oppose the eight hou: day. One can do better work, hold uji better in the prosecution of that wo; l-: and. We believe, cret better results hv the eight hour work day than by one greatly lengthened. Industrial plants and men conducting enterprises generally are coming to realize this. There is gradually coming about, by mutual consent, the establishment nf the eight hour work day. Why seek to force it through iaws that penalize industries? Already there are too many handicaps to business and industry generally, and there is no greater handicap, to our way of thinking, than a law that embodies class legislation. We are not attempting to champion the cause of the mill owners; we hold no brief for them. Our sympathies are with the working man. But why -eek to do by state law what can only be well done by the operation of economic laws? If the law is intended to help the mill worker and we ?have no doubt it is, we seriously doubt it attaining that result. It must be remembered that tf we are to compete with European nations with our manufactured products. we cannot do so by shortening the hours of labor and by laws that make the operation of industries difficult. Germany is working lli hours a day, and Germany will soon outstrip us in the entire field of exports. Yesterday we published a letter from Mr. II. M. Toney in which the editor was asked to tell him how the alary of the boll weevil advisor was to be paid, and how much? The county delegation appointed Mr. Browning to the position and agreed that his salary would be $1500 a year, Mr. Browning to furnish his own transportation and expenses. We are not now concerned in the matter of arguing pro and eon as to Mr. Browning's appointment. The delegation has assumed that responsibility and each Jimi nnltSi* tr\ /Mti'/onc /.f Union County. Hut this one outstanding fact stares us in the face: Union County is face to face with a real crisis in the boll weevil menace. True, as Mr. Toney says, The Times and Mr. Wood, to say nothing of other agents and agencies, have been passing on the information given out by the government. Hut we are willing, for our part, to have an additional agent, even a paid agent. Such an agent, specifically working upon the matter of boll weevil control, may be worth his weight in gold in a crisis such as that which faces us. We do not feel inclined to "rock the boat" in this hour of danger. The question of Mr. Browning's appointment, or that of any other man, is incidental. The great question that faces us Is how to meet the boll weevil? Mr. Browning und Mr. Wood are visiting every sec Hon of the county. The very fact tha they are visiting the various section will stir up interest, serious thinking and will lend to helpful results. Afte all is said, you are paying only 4 cents upon every thousand dollars c the assessed valuation of your pror [ erty, and for this you receive the sen I ices pf Mr. Wood, Miss Mahala Sinit , and Mr. Browning, if you pay taxc | on a farm valued at $1,000 it will co? f you 41 cents a year to have all thrc f agents working. True, as Mr. Tone ; says, this last appointment may I the straw that breaks the camel back." But we hardly thinK so. An; ? way, now that we are going into l criticul year, we believe a year i . tremendous evolution, it may be beto refuse turning aside from the a - tempt to solve our real problem, at y be weakened in a fratricidal figl J This may not please you. We caniv t' help it, if it does not. We are hoi r estly trying to serve the best into y ests of Union County. Taxes a i high, that we admit. We hope tl :i present legislature will find a way li make the levy less heavy. But. r i? these are questions that may be di a cussed later. Today and until th - year's crop is made, we have need < a all the information and <>f all the stir, l? ulous possible in our light against tl n boll weevil. Cotton can be grown ui i, der boll weevil conditions, we honest i believe. We must get all possible ii o formation and then govern ourselvi f accordingly. If, after a fair trial th : year, it be found that all our agcnci' r and agents fail to help us, we ct J then try something else or quit tryir altogether. The straw that breaks tl i cunii'i's oacs is not mo issue just uoi t Hut wo do not mean to condemn M ; Tonoy. He has a right to his opinion I And we say now, as we have said b< . fore. The Times will give a fair hea f it.g to one and all?those who ajoh t with us and those who disagree wit ? us. Our only two requirements an , Vou must sign your communieatio . in your own name and you must n< write something that for us to puhlis would lay us liable to a suit ff?* slai ' dir. Vou will agree, these two r< quirements are fair. And we desii , to say further: The Times editi ; really feels very humble in the who] matter. It is only a sincere desire t help that actuates us.
