Reasonable Revenue
For Libraries
Chicago, Dac. 28.?Resolutions endorsing
a National Certification
Board for public libraries and others
declaring that $1 per capita is a
reasonable minimum revenue for the
library equipped with trained librarians,
will he presented to the midwinter
meetings of the American Library
association which opens here tomorrow
and continues three days.
One resolution to be offered by a
special committee assigned to the subject
of a National Certification
Board says:
"Be is resolved that the American
Library association empowers and directs
the executive board of the association
to appoint forthwith a special
committee, which committee, in cooperation
with representatives of oth-r
bodies interested in standards of
library service, shall be charged with
the following specific duties, to wit:
"To prepare articles of incorporation
for state or federal charter for
a national certification hoard for libraries,
in which board the American:
Library association shall always have)
! the power to appoint a mnpority of |
; the members; and
l "To report on ways and means of
j financing the activities of such a certification
board."
The Committee on Library Revenues
recommends the adoption of the
following:
"The American Library association j
declares that $1 per capit\, of the;
population of the community served,
is a reasonable minimum revenue fori
the library in communities desiring to!
maintain a good modern public library j
with trained librarians. This sum j
should cover a main library with read- j
irg room facilities, branch libraries'
and rending rooms within easy reach I
of all the people in the larger com-!
munition, a registration of card j
holders equal to 80 per cent of the j
population, and a considerable collec-j
tion of the more expensive books of!
reference, with a home use of about J
five volumes per capita.
"Communities desiring their libra-!
ries to supply these needs extensively,'
will need to provide support beyond
th minimum of $1 per capita, and for
the highest grade of service $2 per
capita would be a reasonable sum.

sufficient to bring homo to the children,
the foreign speaking people,
business men, artisans, advanced students,
public officials, and in general!
all classes of the people, the oppor- i
tunities that such a library is noti
only ready but is able to afford, with I
a service that is administered by j
trained librarians having special;
knowledge in their particular depart-J
ments. Such a service should lead to
a registration of cardholders equal to
50 per cent of the population and a
reading room attendance equal to or
greater than the number of books issued
for home use."
