The consul stated that Villa, according to these reports, would be given command of rurales in the state of Chihuahua, that he would retain 206 men who had been in his army would men who ad been in his army'would demobilize or merge into the regular army, at their will. INCREASED FARES EFFECTIVE AUG. 30 Washington, August 3.?With a view to making the increased passenger fares effective August 20 and the advanced freight rates applicable August 25, railroad experts were hard at work today preparing blanket rate schedules. Railroad executives indicated today that all possible would be done to make the new rates authorized by the Interstate Commerce Commission effective before the first of next month, when the government guarantee of a specific income expires. Increased charges for Pullman travel and for excess baggage and on milk shipments, under the present plan of the carriers, v/ill become effective August 20 along with the new passenger fares.
