his fault is the fair does not succeed.
While we arc discussing the telephone
situation it should not be forgotter^hat
a great deal of the lack
of prompt service is the result of
people "visiting" over the phone. A
half hours conversation where there is
really not a bit of business involved,
frequently produces very poor service,
for half a dozen people may try
1 to get your number in the interview,
only to be met with the statement:
"The line is busy."
In an old copy of the Union Times,
I published in 1S89, H. M. Sparks, then
ft the leading dry goods merchant of
ft Union, had an advertisement of his
I millinery opening for that year.
Among other startling things the folI
lowing appeared: "Sailor Hats, all
colors, 10c, Trimmed hats, all prices,
H even ar high as $5.00." Some boon,
that day of cheap millinery!

We' received an article signed;

we are utterly in the dark as to the

of concern to the public we require
the signature of the party writing the

we are willing to have some ficticious

A JUST COMPLAINT
One hca??g^any words of dissatisfaction
over the income tax, bu~ Unpopular
disapproval finds expression
in criticism of the inequalities ar.d
hardships of the system rather than
in complaints about the amounts exacted
by the government.
I The Record has previously commented
upon the smallness of I he
amount which can be claimed under
the presi nt. law for the support of a
dependent child. Two hundred dollars
is wholly inadequate. But even this
allowance stops just at the time when
the expences incident to educating
g children are at their maximum. If
!* there is any good reason for allowing
S$200 a year exemption for sons and
dnughtfcrs'up to eighteen years of age, (
all tht more reason why this should bo I
continued bevonH that, aw !
A It in just at this age that most boys '
and girls, having finished high school, |
m begin their college courses, and tho {
leverage man does not find it easy co <
Hprovfde (he additional money required. 1
Yet, just when the family budget *
Hmuftt be in or eased just then, the law j
H adee, the amount whioh up to this s
^He has been exempt becomes tax- r
have near heard any reason, ?
or J?d, advanced for this pro- j
' W the tax law. What Congress ?
lad in mind in so ordering it is fax
Prom clear. Since an educated mar
>r woman is more productive than h?
or she would ordinarily be if uneducated,
from an economic standpoint
and consequently worth more to th<
State, it would seem to follow quit<
naturally that the government woul<
be somewhat interested in the mat
ter of better educated boys and girls
at least to the extent of the tax o:
$200 while these bous and girls are de
pendents getting their education. T
the contrary the government nctuall
adds to the burdens of parents wh
must at best struggle to send thei
children to college, lifting the exemp
tion just at the wrong time.
There is no longer any excuse fo
these inequalities, but it is indubitabt
a fact that the bulk of the criticism c
the income tax law is over just siit
things as this. The people have!
right to complain at these, and shopl
complain, for con'grtss shows lttl
concern and ought, therefore, be ion
polled by the force of public oianio
to straighten out the kinks.?(g>lun

A remarkable process, perfected b>

means to mothers and their children!
When the doctor says "Give them
