We do not think under present
conditions a big road bond issue
would solve the road problem in
South Carolina. Bonds are far more
readily issued than repaid. As a matter
of fact, South Carolina is making
fairly good progress with iher roads,
and no heavy debts are being placed
on posterity for the next several generations
to pay for them. With proper
management, and the aid of the
federal government, any county in ;
the state can work out a splendid
road building programme.
All this talk about the K. K. K.
running the negroes out of the south
is largely buncombe. There is no <
K. K. K. in Bamberg county, and 1
this county has witnessed as great
migration of negroes to the north as
any county in the state in ail probability.
The plain reason is, speak- 1
ing generally, the negroes are seeking
to better their condition. The
:holl weevil has well-nigh put thousands
of them on starvation. The
remedy is in the land-owners seeking
means of taking care of their
labor in such manner as they can feed
and clothe themselves comfortably
until better times arrive.

.Much is being said about the
prisoners in the state penitentiary.
The opinion seems to prevail among
some of our people that the penitentiary
ought to be a parlor, and seem ?
to overlook the fact that the penitentiary
was instituted for the purpose
of punishment, at least in some
measure. While we do not believe in
'brutality or persecution, we are most
certainly not opposed to good old
fashioned hard labor and plenty of it
v in our prisons. If the state prison
were placed on the footing some of
the reformers would have it, there
would be very little punishment, and
the prisoners might as well be sent
back home to take their punishment
with their families.
The State newspaper in discussing
the progress of the boll weevit states
that nine counties in South Carolina,
Aiken, Allendale, Barnwell, Beaufort,
Berkeley, Colleton, Dorchester,
Hampton and Jasper, produced more
cotton this year than last year. The
State failed to include Bamberg county.
The gunners' report to November '
14 shows that to that date Bamberg
county had ginned this year 5,544
bales of cotton; and to t'he same date
last year 3,816, an increase of almost
50 per cent. This is a most
significant fact in discussing the
boll weevil. It will be recalled that
Bamberg county has produced as
* high as 35,000 bales in a singleTyear,
and that the pre-weevil average was
above 25,000 bales per year. The present
year was as unfavorable as perhaps
any cotton year in the history of
Bamberg county. Added to weevil
damage was the enormous damage by
rain during the fruiting season. The
figures indicate clearly that Bamberg
county lhas passed through its worst
weevil period; that henceforth the
production of cotton here may reasonably
be expected to greaduallv increase
as the methods of weevil control
become more prevalent. Many of
our farmers are emerging from the
dark period already. The Herald has
told of numbers of instances in this
county where a fair production of cotton
was realized this year, and there

The Herald is satisfied if there had ;
not been so many confusing methods
of weevil control broadcasted the production
of cotton this year would
have been greater.
Denmark Dots.
Denmark, Dec. 9.?The committee
of women of the Methodist church
presented a three act play Thursday
night at the school auditorium to a
large audience. The proceeds of the
sale of tickets was given to the .Methodist
church organ fund, the organ
having been installed several months
a?o and which costs several thousand
dollars.

popular teachers, visited her sister in
Jacksonville last week.
Miss Gowdv was a Thanksgiving
visitor to her alma mater at Columbia
college.

guest of her sister, Mrs. J. Wesley
Crum, Jr.
Mrs. Pauline Welbourne of Union
has returned after a short visit to her
mother here.
The Rev. and Mrs. O. J. Frier have
returned from the state Baptist convention
held at Rock Hill.
