EPORT ON I
COUNTY I
blowing is the report of H. C.
representative of the state
public welfare, on inspection
amberg county jail and chain
gang on September 22:
"The Bamberg county chain gang
has been appreciably improved during
the past year, the score awarded this
visit being 740 out of a possible
1,000, as compared with a score of
654 for 1920. The changes responsible
for the higher grade include
- better bedding, second covers for the
tents, a greater variety of food, a
cleaner camp, and a general attitude
or interest ami caie.
"At the time of this visit five men
were sick at camp, one with tuberculosis
and the others with some kind
of fever. Several of these men had
shackles around their bodies as well
as upon their ankles. These chains
made it almost impossible for the
men to lie upon their beds with any
degree of comfort.
"For the further improvement of
this camp it is recommended that removable
and washable covers be
made for the mattresses to protect
them against dirt and hard use, that
tie disgusting practice of allowing
more than one prisoner to bathe in
one tub of water be discontinued,
tihat the trustees be required to make
use of the soil pit, and that a stove
and a kitchen car or tent be procured
to take the place of the open fire
and frying pans now in use.

GOVERNOR COOPER WORKED.
Showman Uses Picture and Alleged
Remark as Roost.
Governor Robert A. Cooper passed
through Greenwood yesterday on his
way to the community fair at Ware
Shoals where he was the guest of
honor. He returned to Columbia last
might, but he was a very indignant
governor when he passed through on
the return trip, says a Greenwood
dispatch.
The cause thereof was this: Shortly
after he got on the train at Shoals
Junction, C. A. Abbott, of Greenville,
who was on the train, approached
the governor and showed him a
large poster gotten out by a carnival
show nroDrietor on which the show
man had a group picture of Governor
Cooper, Former Governor John
Gary Evans, Mayor Floyd, of Spartanburg,
and himself and under the cut
he had a remark attributed to Governor
Cooper, saying: "I have heard
some mighty nice things about your
show."
The manner in which the picture
was secured was recalled by Governor
Cooper, but the remark was a
pure invention, he said. The showman
i?ot the picture in this way: Last
spring Spartanburg put on a Prosperity
week entertainment. Governor
"Cooper attended one day. He
? ^ t ? i
ana former ixovernur junu uai > i
Evans and Mayor Floyd had lunch
together at one of the Spartanburg
hotels. As the three came out /to1
gether a man with a camera rushed
up and asked for the privilege of
making a picture of the three. Governor
Cooper said that while nothing
was said about who was making
the picture he thought it was for one
,of the Spartanburg papers.
The three, Governor Cooper, Former
Governor Evans and Mayor
Floyd, put on their most dignified of
ficial looks and faced the camera man.
Just as he was ready to "shoot" another
man slipped up by Governor
Cooper's side and remained there
long enough "to get in the picture."
Nothing was thought of it as it was
supposed to be one those individuals
who cannot resist the temptation to
be seen with high officials sometimes.
As it turns out now the man who
slipped up just in time to get in the
nintnre was a showman and he is
using the picture and the' alleged
complimentary remark of the governor's
to boost the shows. The big
poster was printed in Philadelphia in
June, and the man has been showing
all over Pennsylvania. Virginia and
other states in the meanwhile, and
has evidently found it a great advertising
feature. Governor Cooper does
not see it that way and he was much
* wrought up over it. If there is any
way to handle the showman he proposes
to see that it is done.
.Mr. AODOit s part m me uiatuei 10
due to his friendship for Governor
Cooper and the effect the thing may
have if not checked. He was in a
Virginia town not long since and just
after he had registered the hotel
clerk said: "I see you are from
the state where the governor has
boosted a carnival show which the
police here threatened to close up
this week." Then he showed Mr.
Abbott a copy of the offending picture
of Governor Cooper, Former
Governor Evans and Mayor Floyd,

Cooper, "I have heard some mightynice
things about your show."
Governor Cooper never said anything
of the sort and had no idea
the picture taken in front of the
Spartanburg hotel would ever be used
to advertise a carnival show, otherwise
it would never have be n
made.
