Budget Committee Recommends Tremendous Appropriations. . The South Carolina budget commis' sion, composed of Robert A: Cooper, governor; Senator Niels Christensen, chairman of the finance committee of the senate, and Representative WiVliam R. Bradford, chairman of the ways and means committee of the house, in its initial report, recom' mends total appropriations for 1920 amounting to $5,466,631.65 and a levy of nine and one-half mills on the taxable property of the State. The recommendations sohw an increase og $1,346,280.63 over the amount appropriated for 1919 and a reduction of $1,710,373.29 under the request for $7,177,004.94 made by the various departments, institutions and agencies of the State government as expenses for the current year. i The total debt of the State from { outstanding bond issues, the report shows, is $5,574,704.31 from which! is to be deducted securities and cash j * in sinking funds to the amount of j $224,375.90, leaving the net debt of j the State $5,350,328.41. The total! assets of the State, permanent and current, are shown to be $19,841,894.82, of which $17,813,716.68 are lands, buildings and equipment. The total liabilities of the State are $7,270,558.82, leaving a surplus of $12,- j 571,336. The total revenue of the State for 1920 is estimated at $8,927,499.26, derived from cash on hand in the treasurer's office January 1, 1920, $1, 075,528.95; uncollected taxes, $2,927,667.31; back taxes, $39,000; nine and one-half mills levy on property, $3,827,169.40; and special revenues, $1,058,133.51. The liabilities are $7,851,836.84, classified as J notes and interest $1,875,205.19; accounts payable on 1919 appropriation^ $510,000, and appropriations recommended for 1920, $5,466,631.65. This leaves a surplus of $1,075,662.42. The recapitulation table of the j budget shows that in 1918 the State j government spent $1,196,613.75 more than was appropriated and in 1919 $1,934,242.08. The major portion of this money represents fees which va-! rious departments and institutions] are allowed to expend without direct appropriation. j The requests for appropriations for I 1920 exceeded the total amount ap-! propriated for 1919 by $3,074,652.92. Farmers Talk Peanuts. The regular monthly meeting of the Aiken Agricultural club was held last Wednesday at the club house with a good attendance of members and friends. Agent E. J. Hannock, of Alabama, who has been secured by the oil mill people and bankers as an expert for South Carolina, addressed the meeting in the interest of the peanut crop. Mr. James A. Wy man, 01 tsamoerg, aiso gave a uiusl thorough talk on the planting, gath;ring and disposal of the crop.
