reasonable, four or five course dinner
being served to the guests for
five francs. Yet at fruit stands I
saw one ordinary apple priced for 45
cents each, oranges at 36 cents and
bananas at 18 cents each. Vichy
has two department stores of which
no American city should feel ashamed.
Men's wearing apparel was not
very costly. A neat pair of shoes
could be bought for about $8. A
lady's hat of pretty appearance was
priced at $4, and a beautiful kimona
? that would look good on any white
woman in the world was for sale for
a few cehts more than $10.50 in
American money. The majority of

the clerks are girls, agreeaoie, uevci
and attentive, and most of whom are
quite pretty, but the girls of Vichy
' and France have that dollish appearance
as to face, features and form,
and being a mere man this doll-baby
or baby-doll type does not appeal to
ma as the reed womanly human be
ings back in God's own country of
queens and angels. French merit
chants impressed me as possessing
better ideas of hqw to arrange their
stock, fixtures, etc., and a French
* department store with a similar stock
of goods, in my opinion, presents a
much more attractive view than one
in America. While there I strolled
into the Vichy branch of the Bank
of Lyons, with a capital of $45,000,000.
It offers an English department,
but is neither large or imposing,
and one would sooner acquire
thoughts of big business upon entering
any one of the banks of Bamberg.
The banks are open for business four
and a half hours per day, from 9 to
11.30 a. m. and from 2 to 4 p. m.
. The main park, located along the
Allier river, is probably about a mile
long with some handsome buildings
and beautiful springs and fountains

advertised in the States. If it is
genuine this is the place it comes

for bathing purposes but also
from the standpoint of drinking.
Some of it is warm, some cool. I
tried to drink a little of each and it
ought to be fine as medicine or something
of the kind for it tastes about
like a mixture of salts, vinegar and
spoiled potatoes. The bath house
is wonderful and has very much the
i appearance of our government build7
ingB. It covers an entire block both
wayB and has a huge gilded dome
rising from the middle which causes
it to remind one of the congressional
library building in Washington. I
went through it, but I've been in
France so long now that I have be
7 come accustomed to French ways
and consequently did not have time
for any such foolishness as a bath. I
visited the massive Cathedral of St.

In a conversation with a business
< man of Vichy I learned that the munw
cipal laws of French cities do not
in anj^ manner attempt to regulate
a person's morals nor his acts short
of a direct crime inflicting physical
injjury, or deprivation upon his fellow
man, and that a man's conduct
is left almost exclusively to the dictates
of his own conscience. And
very few soldiers have.that word in
their vocabulary. For instance,
* open flirting is permitted on the
streets in view of any and every
body, and at 7 o'clock in the evening
on the main business street of
the city I saw an American soldier
walking down the street under the
glare of the brilliant rays of an electric
light with his arm completely
aropnd a girl. For the benefit of
your smiles I might add that I wasn't
looking into a mirror either. When
one registers for a room at a hotel his
moral right to use that room without
restrictions upon his personal
wishes and to take any guest in there
thai he pleases is not questioned, regardless
of whether his companion1
should be his own wife or somebody
else's wife, and also regardless of
ho^i? highly respected the proprietor
or ^proprietress may be. Gambling is
conducted openly and above board
In plain view of everybody, and some
of the gambling halls I was in are
veiitable palaces. Bar rooms are in
the most fashionable parts of the city
and ate frequently patronized by both
men and women of all classes who
smoke their cigarettes and drink j
their wines. They are open on Sun- j
riava but not dnrine the hours of!
morning religious services. Some of
them I visited are the most elaborate
and elegantly furnished that one
could dream of, far exceeding in
dazzling splendor and brilliance anything
of the kind in the United
States. Possibly some of your readers
will be shocked that I publicly
admit such experiences on my part.
If so, my reply is simply that one's
