Clinton, Dec. 3.?Chester was today selected at the place of meeting next year for the Upper South Carolina ponference. and this morning Bishop Candler read the appointments for the ensuing conference year, after which the closing services were held, the delightful gathering, made so principally through the charming hospitality of the people of Clinton, came to an end. It can't be made to harmonize with the present colors. Fact is, yellow isn't in the American color scheme. The treasurer's office will be open for the collection of State, county, school and all other taxes from the 15th day of October, 1917, until the 15th day of March, 1918, inclusive. From the first day of January, 1918, until the 31st day of January, 1918, a penalty of one per cent, will be added to all unpaid taxes. From the 1st day of February, 1918, a penalty of 2 per cent, will be added to all unpaid taxes. From the 1st day of March, 1918, until the 15th day of March, 1918, a penalty of 7 per cent, will be added to all unpaid taxes. THE LEVY.
