LOAN OVERSUBSCRIBED Will l*robal>ly Exceed the Five Billion Mai'k. Washington, Oct. 2S.?The total amount subscribed to the second liberty loan, the treasury department announced tonight, is still a "matter of speculation. Several days probably will elapse before the full extent of the nation's subscriptions is ascertained. The department was without figures tonight showing any change in the estimated totals, other than in the New York district. New York's maximum of $1,500,000,000, reported last night to have been exceeded, it was said tonight might be in creasea oy laie reiurns 10 as muui as $1,750,000,000. Previous estimates had placed the total at approximately $1,650,000,000, or $100,000,000 less than tonight's es . timate. Reserve Bank officials and local committees working until after midnight last night all over the country rested today. They have till next Thursday to make the complete report. Final Total in Doubt. "Returns received at the treasury today gave little indication as to the final result," the department announced tonight. On the face of returns it cannot be said whether the sale exceeded $5,000,000,000. Conviction is, generally, that it probably approximated the maximum total. ' Banks, of course have made no effort to tabulate all their returns and may not do so till the final day for reporting, November 1. "It seems certain that every district has gone well past its minimum and that several will exceed their maximums sufficiently to carry the V weaker districts to the high mark in the general total. "New York, Chicago, Cleveland and San Francisco, were showing especially strong in the late returns. How far New York will go over its maximum is a matter of conjecture. Some think* that the excess may reach $250,000,000. Chicago district chairmen have begun to feel that their total may reach the maximum of $700,000,000. Hold Judgment, They Ask. "Heads of other districts rose infrequently from their avalanche of returns long enough to ask that final judgment not be passed upon them for a few days until all sales have been thoroughly canvassed. " 'Every state in our district has exceeded its minimum allotment," the Minneapolis district reported. "At last reports virtually every part of the San Francisco district had passed its minimum and many had gone beyond their maximum. Messages from the Dallas, Atlanta, St. Louis and Richmond districts told of a great display of enthusiasm on the last day of the sale, but added that many reports on final totals were badly delayed. "Indians have subscribed $3,866^750," according to latest reports by Cato Sells, commissioner of Indian affairs. Figures received here show that the army has subscribed something over $82,000,000. Pershing cables that $5,784,600 has been subscribed by the American expeditionary force in France. BRAZIL AGAINST THE HUNS. Chamber of Deputies Declares Almost Unanimously State of War Exists. Rio Janeiro, Oct. 26.?The Chamber of Deputies today, by an almost unanimous vote, declared that a state of war existed between Germany and Brazil. The vote was 149 to 1. The tribunes of the chamber were filled to capacity. After a debate on the opportunities of proclaiming martial law, the president of the diplomatic commission spoke in favor of a law worded as follows: "A statex of war between Brazi' and Germany is hereby acknowledged and rrorla'ired. The President o" the Republic is authorized to adopt the measures enunciated in his message of the 2oth of October and to take al! s e s tending to ensure national defense and pubiic security." The virtually unanimous vote of the deputies was received with general acclamation. President Braz has sanctioned the proclamation of a state of war with Germany. The Senate unanimously approved the proclamation of a state of war with Germanv. According to the newspapers, torpedo boat destroyers have received orders to proceed to Bahia and tabe possession of the German boat Eber. which has been lying there some time The Eber is a vessel of 984 tons Sve is 203 feet long and has a draught of nine feet, six inches. L. O'Donnel, general manager of the Pennsylvania Lines East, also inj charge of railway transportation of| troops in the Eastern section of the| United States, approached the "hats off" custom from a mild angle, which caused T. F. Mullins, manager of the William Penn Hotel to predict arbitrary changes, following the success of woman suffrage after the war. Mr. O'Donnel was Here this week at his East End home, and was in the best of humor when, unable to'give the hotel reporter an exclusive item on dates for the movements of the j troops from this point, the noted railroad man asked these questions on the hotel "hats off" custom: "When accompanied by women or if women are present in elevators ii* hotels, men take their hats off, walk through the lobbies with hats off when accompanied by women?but why will the same man put his hat on when women are with him, and all go to the desk to register, or why will men walk bareheaded through the lobby out to a cab, and hatless see that the ladies enter, and why will that man then put his hat on and enter the cab, where that is the best place to take the hat off, for comfort?"?Pittsburg Times-Dispatch.
