NEW riiicKS ON COAL. Government Fixes Limit lor Retail Profit. Washington. Sept. oO.?Government control over the coal industry was made complete tonight by an order of Fuel Administrator Garfield limiting the profits ot retail coal and coke dealers throughout the country to a basis which is expected to bring about an immediate reduction in price to the consumer. The order effective tomorrow, directs that the retailers shall fix their prices so as to limit their gross margins over cost to the average of such orvncc margins during the vear 1915, ? . plus a maximum of SO per cent of the 1915 margin for the month of July, this year, be exceeded. Dealers Must Comply. Local committees appointed by the fuel administrators in each State will see to it that the dealers comply with the order and the dealers them-selves will be called upon to return cost sheets showing the facts upon which they have based their prices. Dr. Garfield selected 1915 as a normal year because the coal shortage which resulted in continued rises in prices did not begin until 1916. The \ y additional 30 per cent is allowed to cover the increase in the retailer's cost or doing Dusmess, w uitu u?a? mcreased substantially during the past two years. Revision of Prices. In other orders tonight the fuel administrator made the first revisions of his recently fixed prices of coal at the mine. One makes a change on anthracite pea coal in the Pennsylvania field as follows: White Ashe $3.40 instead of $4; Red Ashe $3.50 instead of $4.10; Lykens Valley $3.75 instead of $4.35. Another order revises upward the mine prices in certain bituminous districts in which unusual conditions exist, making the cost -of production greater than in the principal bituminous fields. SOLDIERS PA1XT FACES. But Italians Have Not in Mind the Beautifying of Themselves. The Italians holding down trenches in the Alps have two enemies to deal with?the Austrians and the snow. Of the two the Italians prefer to encounter the Austrians. As it is. they have to face both and get along as best they can. In order to do this they supply themselves with gun powder and rifles for the Austrians and black grease and glasses for the sun. A photograph shows four members of an Italian scouting party about to partake of their midday meal. Their faces and hands are besmeared with black grease to protect them against the burning rays of the sun, which are doubly strong when reflected from the snow. They prefer to use vaseline, but that is too expensive. The snow not only burns the faces of troops, but it injures their eyes so that sun glasses have to be worn. tn snv thp hlank srpflse and I the sun glasses make the Italians excellent targets against a background of white snow. However, the Alpine Italian troops do not always use grease and sun glasses. When there is hot fighting to be done in the Alps they don snowwhite suits and even paint their rifles white.
