Washington. .May 4.?The espionage bill was passed by the house late today with a modified censorship provision. after administration leaders had lost an insistent fight for retention of the original section aimed at the publication of news of value to the enfemy. The final vote was 2 60 r A 1 nr? Consideration of a similar measure continued in the senate during the day, and there, too. the administration suffered a defeat. An export embargo amendment, about which the tight in the senate has centered, was modified so as to substitute for the general authority proposed in a provision to empower the president to restrict exports in specific cases when American goods are reaching the enemy. Rejected in House. In the house the entire administration censorship section was rejected by a vote of 220 to 167, despite pleas of Representative Webb, chairman of the judiciary committee, that President Wilson had sent him word that thd authority sought "was absolutely'necessary." It would permit the president tcr prohibit publication of news regarding the national defense, but would provide specifically for a jury trial for offenders and make conviction dependent upon proof that matter published was of a character useful to an enemy. Allege Trickery. Representative Graham, of Penn- ; sylvania, and others, charged that trickery had been practiced because tl\e Gard amendment was offered and voted upon after some members opposed to any sort of censorship had left the house with the understanding that there would be no further voting on the section. They were threatening tonight to carry their fight to conference if possible. The new section, drafted by Representative Gard, follows: The Xew Section. "During any national emergency resulting from a war in which the United States is a party or from imminence of such war, the publication, wilfully and without proper authority, of any information relating to the national defense that is, or may be useful to the enemy, is hereby prohibited, and the president is hereby f " authorized to declare by proclamation the existence of such national emergency and is hereby authorized from time to time by proclamation to declare the character of such information which is or may be useful to the enemy; and in any prosecution hereunder the jury trying the case shall determine not only whether the defendant or defendants did wilfully and without proper authority publish that information relating to the national defense as set out in the indictment, but also whether such information was of such character as to be useful to the enemy. Provided: That nothing in this section shall be construed to limit or restrict any discussion, comment, or criticism upon any fact or any of the acts or policies of the government, or its representatives, or the publishing of the same. Whoever violates the foregoing provisions shall, upon conviction thereof, be punished by a fine of not more than $10,000 or by imprisonment for not more than ten years, or both." Herr Naunann lecturing on "The influence of the war on population," said in part: "Until now the war has caused a loss of 1,300,000 dead. This, to gether with the decrease in birth, gives a reduction of 3,800,000. The surplus of females has increased from 800,000 to far more than 2,000,000. The nation has bled as never since the thirty-years' war." The report of the lecture received here does not state where it was delivered. Will Get $10G a Month. Washington, May o.?On the recommendation of Secretary Baker the conferees on the army appropriation bill today inserted in that measure a provision to pay $100 a month during training periods in addition to allowance for subsistence and uniforms to men designated for training as officers in the army. Washington, May ">.?Great Bri-1 tain formally joined France today in I expressing the hope that an American expeditionary force soon would take its place on the western * front in Europe. Foreign Secretary Balfour told the council of national defense that the British would be overjoyed to welcome an American force in France snirl that its parlv disnatch could not but have an enormous psychological effect both on the allies and on their enemies. Today's meeting brought together for the first time for formal conferences the British and American military officials, and there was a preliminary study of the whole general situation under the five heads of intelligence work, munitions, material, hospitals and the expeditionary force question. Army Likely to (Jo. At the meeting the officials summarized the results of individual conferences held daily since the British mission arrived and laid the groundwork for general discussion of all phases of military cooperation. While no formal announcement was made, the impression grew after the meeting that an American army will go to the western front as soon as possible. The British officials present, besides Mr. Balfour, were Lieut. Gen. Bridges, Major C. E. Dazey and other military members attached to the mission. The United States was represented by Secretaries Baker, Lane and Redfield, and other members of the council of national defense, together with .Major Gens. Scott and Bliss, chief and assistant chief of staff respectively. For Allies to Decide. The question of sending an expeditionary force is understood to depend now almost entirely on whether i the allies would prefer to divert from the transport of food the amount of tonnage necessary to carry the soldiers across the Atlantic. Already trade commissions of American officials and members of the British and French mission are at i work on a general export programme to be submitted to the American and 1 allied governments. A plan of apportioning American supplies among< the allies and the maintenance of the proper balance between munitions, food and other shipments is the first thing to be worked out bv the trade commissions. The allies will present an outline of their needs and the Americans will submit a list giving the amounts this country can furnish. If a permanent allied commission is established here the American members of the committees will deal directly with it.
