Columbia, Feb. 7.?Unlike the prer?o^intr
u'ppk the work in the general
VVUiug ? ww ? j
assembly during last week was one
of action and accomplishment. In
the house the appropriation bill was
completed and given a second read*
ing; the senate killed the Verner bill
in regard to free tuition and scholarships
by accepting a substitute by
Senator Padgett to require the fiscal
agent of the State board of charities
and corrections to investigate the financial
status of the beneficiaries
of scholarships in State colleges; the
senate also passed the Liles house
bill providing for" a chaingang sen>
tenofl on a Derson convicted of viola
,v . tion of the prohibition laws.
X Although the appropriation bill
had a stormy passage, many provisions
being contested, there wase few
alterations in the actual appropria.
; / tions. The unanimity of the ways
v".._
and means committee in supporting
r . y its product of three weeks of consideration
presented an almost insurmountable
barrier to the passage
i.
ofapy amendment seeking to in*
. crease or'decrease the items of the
bill. .Only one item was admitted
/ v | without- the support of the committee,
and in another instance, the appropriation
of $15,000 for the ware\
house commissioner, the committee
% , - withdrew its own amendment and
supported a similar amendment by
the agriculture committee.
Charges of "steam roller" made
Thursday by some of the exasperated
members brought about an unexpect
ed split Friday, when after heated ae B\.
bate the house decided to create two
Hp NNemergency funds, $5 0,000 for the enipreement
of the prohibition laws and
$25,000 for the payment of the short1
age, in militia equipment. The house
had previously refused to make a direct
appropriation for the latter item
and was letting the bill providing for
a direct appropriation in the former
case die on the calendar. Prohibiy
ticnlsts and militia supporters be1
. ; came bed-fellows and caused a split
among the members of the ways and
means committee.
; a \ : y-The senate defeated the Verner bill
after many hours of debate and by
accepting the Padgett substitute .went
on record as realizing the necessity of
stamping out abuses in the scholarship
and free tuition privileges: The
measure and proposed remedies have
not yet come up for debate in the
, ; lower house, out cnance rcmanvo
have shown that the members be*
lieve some methods should be adopted
to place the beneficiaries under
supervision and inspection.
During the' coming week, the fifth
of this session, the senate will take
hold of the appropriation bill, which
will be given a third reading in the
house tomorrow night.' The calendar
of the house has been loaded
V .
I down with a number of special orders
for tomorrow, Wednesday and
v ^ Thursday, and it is probable that ad^
ministration measures, such as the
v workmen's compensation law, the
''w <-'"V *
: r; Torrdns system of land registration
: c and rural credits, will not be diSkf
f- f
J- cussed. before the closing days of
/ ; this week's sittings. If the governor
and the supporters of his measures
. insist upon the disposal of these sevV
eral bills, it will not be possible to
V'v.-' -f adjourn sine die until the latter part
of next week at the earliest.
OFFICERS PROTECTING SUBWAY.
^: Rumored Threat Has Been Made to
Dynamite Underground System.
_______
New York, Feb. 5.?A general pof
V-lice order, issued tonight, assigning
patrolmen to all stations of the subway
system and to the Hudson Terminal
building, led to reports that
/ threats had been made to dynamite
New York's underground railroads,
but no confirmation was obtainable
of an assertion that a plot had been
r uncovered.
^ Frank H. Hedley, vice president
and general manager of the Interborough
Rapid Transit company, declared
at his home at Yonkers tonight
that he had heard no threats
* and that he had made no request for
police protection.

i o'clock at all stations of subway, elevated
and steam roads. Police officials
wrere reluctant to discuss the
order. The officials themselves were
practically ignorant of their mission
except that they had been instructed
to hold up and question all persons
carrying suspicious looking packages
. or bags. It was said, however, that
there had been many unsolved burglaries
of late and that an effort was
being made to round up suspects.?
Great Britain's African posses
sions, exclusive of Egypt, amount to
2.101,411 square miles, France's to
3,S66,050 (including most of the Sahara)
and Germany's to 910.130
1 square miles. Belgium has 900,000
square miles and Spain 79,S00.
