NAVY CAN USE TOBACCO.
General Satisfaction Expressed at
1 Secretary Daniels' Action.
Washington, July 11.?General satisfaction
was expressed today
throughout naval circles when it became
known that Secretary Daniels,
contrary to expectations, had authorized
retention of popular brands of
^ tobacco and articles which it had
been rumored would be denied admission
to the commissary stores.
The action of the Secretary, following
the enforcement of his order
abolishing the officers' wine mess, officially
upset what had become a general
belief among the enlisted men
that they, too, would be denied cer
tain articles which they had heretofore
enjoyed. Under the new order
not only will those articles which
have been carried in the commissary
departments be retained, but it is intended
to assure greater latitute of
choice to the men by admitting additional
brands of tobaccos and personal
commodities. In announcing his
^ decision Secretary Daniels said:
"I firmly believe that the enlisted
men of the fleet should be allowed to
"buy what they want. I feel that in
purchasyj^ theee supplfes I am acting
as trustee for the men and that
it is my duty to make this possible
so far as lies in my power."

REPORT EXECUTION OF MANY.
Two Hundred and Thirty Said to
Have Been Put to Death.
Saltillo, Mexico, July 10 (via Laredo,
July 11).?Two hundred and
thirty persons were reported executed
in Mexico City last night by Huerta,
according to news from the south
received by constitutionalists here today.
One hundred and seventy of
these were said to have been put to
death in the federal penitentiary and
60 outside the prison of Santiago
Tlaltellallo. Most of the victims, it
is asserted, were officials.
Fighting is reported within the federal
district, the constitutionalists
having attacked Cochimiloo, San Pablo
and the other small towns in the
immediate vicititv of the capital, and
Huerta has been advised that Paschua
will be attacked shortly.
Constitutionalists are reported to
be attacking the federal garrisons at
Esperanza, Maltrata and Orizaba.
Gen. Pena Esperanza with two strong
columns has gone to reinforce Mexico
City, it was ->aid.
Huerta, it is said, intercepted a
message from Gen. Obregon stating
that the latter would capture Guadalajara
before July 10 and had sent a
rescue force, which arrived within
about 30 miles of the city when it
was taken.
