DEMOCRATIC CL ARE ALL State Convention Provid istration Under Sp cants Must A; ^ The constitution and rules as adopted by the State Democratic convention : 1. At the convention of the Democratic party of the State of South Carolina begun and holden at Columbia nn the 20th dav of May, in the year 1914, the following rules are ordained and established in place of the constitution and rules heretofore in force, which are hereby declared null and void. Meaning of Words. 2. The words and phrases used in these rules shall, unless the same be plainly inconsistent with the context, be construed as follows: (1) "County committee" means the county executive committee. (2) "County chairman" means the chairman of the county executive committee. (3) "State committee" means the State executive committee. (4) "State chairman" means the chairman of the State executive committee. (5) "Primary" means the primary election of the party. (6) "General election" means the general election, whether for United fttotoc rvr StatP or rnnntv offices. (7) "Club district" means the territory set apart for each Democratic club, whether it be a ward or township or a subdivision thereof. (8) "The party" means the Democratic party of South Carolina. 9) "Rules" means this constitution and rules (except in section 1, where the term means the constitution and rules formerly in effect.) (10) "Inhabitants" means the number of inhabitants according to the Federal census last taken. Clubs. 3. One or more clubs shall be organized in each township or ward, i except as hereinafter provided, each i of which clubs shall have a distinct title, "The Democra-1 tic Club," and shall elect a president and one or more vice presidents, a secretary and a treasurer, and may . have the following working commit tees, of not less than three members { each, viz: A committee on registra-j tion, an executive committee aad such other committees as to each j club may seem expedient. In the absence of the secretary or s I in case of his inability to act, unless, it is otherwise provided in these rules he shall designate another member of the club to perform his duties. 4. The president or five members \ j shall have power to call all special, meetings of the club (except for reorganization, provided for in the sue- j ceeding section,) and at all special meetings one-tenth of the members j shall be necessary to constitute a quo- j rum for the transaction of business ol which meeting at least 48 hours') public notice shall be given. 5. The clubs shall meet on the fourth Saturday in April of each election year for reorganization: Provided that the county committee may name any other day within the same week for such club meeting by giving at least two weeks' notice by adver tisement in one or more county pa-, pers. In case any existing club shall j fail to reorganize on the day fixed, I the county committee may fix a day; enrh rlnh to meet for reorerani- i zation by giving two weeks' notice,: as provided in this section. 6. The qualifications for membership in any club of the party in this I State, and for voting at a primary shall be as follows, viz: The applicant for membership, or voter shall be 21 years of age, or shall become so before the succeeding general elec- j ti^n, and be a white Democrat. He; shall be a citizen of the United States ! and of this State. No person shall belong to any club or vote in any primary unless he has resided in the State two years and in the county six months prior to the succeeding general election and in the club district 60 days prior to the first primary following his offer to enroll. Provided that public school teachers and ministers of the Gospel of a regular organized church shall be exempt from the provisions of this section, if otherwise qualified. 7. Every negro applying for membership in a Democratic club, or offering to vote in a primary, must 3--?- of Af fan prOUUW it Wlllicu siaicmcuv ui reputable white men, who shall swear that they know of their own knowledge that the applicant or voter voted for Gen. Hampton in 1876, and has voted the Democratic ticket continuously since. The said statement shall be placed in the ballot box by the managers, and returned with the poll lists to the county chairman. (b) In cities or towns of less than 10,000 inhabitants the county com; mittee may authorize the consolidaI tion of two or more wards to form a I club district, and where townships are i embraced in whole or in part in such j cities or towns, the county committee j may permit the voters residing in } such townships to belong to a club | located in such town or city and to ! vote in such city or town in the club ' nearest to their respective residences. | calculated by the nearest practicable : route: Provided, No perso" shall be j enrolled or vote out of the county in ! which he resides. Xo person shall vote except at t the voting place authorized by the * county committee for the club to E which he belongs: Provided, that if c he remove from a club district within * sixty days prior to the first primary v he may vote in the year in which he c moved in the club district in which 1 he previously resided, provided fur- f ther that he must have enrolled be- 1 fore the closing of the club list. 10. State and county officers tern- s porarily residing at or near the capi- * tal or near the county seat may retain their membership and voting r rights in their former home clubs, if t they so desire. In case of the mobilization of the ^ National Guard of this State, the State committee shall provide for the enrollment and voting of all members * A of the National Guard qualified to vote under this constitution and p rules. 11. Books of enrolment for voting e in primary elections shall be open- * ed by the secretary of each club, or a by the enrolment committee as here- 11 inafter provided, on or before the second Tuesdav in June in each election c 1_ year. Notice thereof shall be given by the county chairman showihg the F names of the clubs, the boundaries of * the club district when the clubs are * adjacent thereto, the names of the en- r rolment committee, such other information as the county chairman may desire to give and where the books * are to be opened. Thereafter no new c clubs shall! be organized in that election year. Each applicant for enrol- " ment shall in person write upon the ^ club roll his full name and imme- r diately thereafter his age, occupa- s tion and postoffice address, and if in c a citv or town shall write the name t c of the street and the number of the " house in which he resides if such designations exist in said city or s town. If the name be illegible the ? secretary shall write the name be- 1 neath the signature of the applicant. r In the event of the inability of the applicant to write he may make his 1 mark upon the roll, which shall be | witnessed by the secretary or other ; person then having the custody j thereof, and the secretary shall fill ; in the other requirements. The I county committee shall furnish to tVio cdprptnrifts suitable books for en rolment. Provided that nothing in this section or these rules shall be construed as inconsistent with any laws of the State regulating primary elections. And provided, further, I that the county committee shall on the first Monday in June, 1914, or i as soon thereafter as possible, appoint for each club an enrolment committee of three which may consist of the secretary and county committeeman from the said club, and a third member to be designated by * the county committee by whom said ( I enrolment shall be conducted, ine ; enrolment book shall be kept in the custody of the secretary or at such 1 place as shall be designated by the I enrolment committee. The club roll, i shall be open to inspection by any member of the party. Section Twelve. On the last Tuesday in July in ?ach election year, which shall be the last day of enrolment, the club books shall close, and within three days thereafter each secretary shall transmit the original roll to the county chairman, who shall forthwith cause i copy to be made, and shall certify i copy thereof, and file the same with 1? -i*-1' ~f />nn rt fnr nil hi in in lilt? uici rv ui wvui v ^v?v..v -a-, spection at all times. At least ten days before the first primary the county committee shall neet after three days' published no:ice in a newspaper of general circulation in the county of time and place pf meeting and examine the rolls. Persons may complain of errors :herein, and the county committee, ifter hearing complaints, shall, in a "air and impartial manner, correct ind purge the rolls, striking off the lames of all persons not residing in :he club district for which each roll vas made up, or otherwise impropery enrolled, and adding any names mproperly omitted: Provided no lame shall be stricken from any club oil without three days' notice by nail to the address appearing on :he club roll to the person whose lame is proposed to be dropped from :he roll to show cause why said lame should not be dropped. When said rolls have been revised md corrected by the said county :ommittee they shall be certified to md returned to the respective secrearies of each club and shall thereipon become the official club rolls, md no names shall be added thereifter except by the order of a judge >f competent jurisdiction. Upon the completion of said revi6on the county chairman shall immediately file in the office of the clerk >f the court a list, duly certified by lim, of all names added or dropped rom said roll, with the age, place >f residence and occupation, which ist shall be preserved by the clerk, ilong with the duplicate roll on file n liis office, and any person may here inspect said rolls and list of orrections at all times. Provided that if the original club oil be lost or miscarried, a copy of he duplicate filed in the clerk's ofice, duly certified to by him, shall >e used in place of the original. Special Provisions for Charleston. 13. Applicant. Witness: (Name,) 9 (Resident.) The residence, age and height of each voter shall be recorded op>osite the name of the applicant on he club roll. 14. The secretary of each ward :lub shall, within 48 hours of the eceipt of an application in the above orm, enter the name of said applicant upon the club roll, provided he s satisfied that the application is >rma fide, and his signature is gen line. If he is not satisfied of this, le shall at once, not later than 4S lours after its receipt, transmit the ipplication, the secretary of the county committee. 15.
