Commissioner- Stevens Says Roads
Must Accept Proposition or Let
Governor Smith Name Two
State Arbitrators.
"I offer you Judge A. L. Miller of
Macon as umpire in the case of the
tax returns of all the steam railroads
which have not accepted the comptroller
general's assessments. You may ac
cept him or let the matter go up to
Governor Smith for the appointment of
two arbitrators to represent the
state."
Such, in substance, was the proposition
put by Georgia Railroad Commissioner
0. B. Stevens, appointed to represent
the state, to the arbitrators for
the three largest railroad systems in
the state at their ctnference held on
Thursday in the office of the railroad
commission in Atlanta.
There wa< a howl in camp, of course,
but Commissioner Stevens was determined
in his purpose, and the railroad
arbitrators, after a discussion pro and
con, in the course of which they found
they were unable to shake the sta;e's
representative, retired to think it over
and determine in the course of the
next two or three weeks just what
they will do about it.
Commissioner Stevens told them if
they would offer any reasonable and
valid reason as to why Judge Miller
should no; serve in that capacity, he
would endeavor to select another man;
but, until some gccd reason was shown
be insisted on his original proposition
and said he proposed to stand by it.
The three railroad arbitrators who
met Commissioner Stevens were Judge
S. B. Adams of Savannah", representing
the' Atlantic Coast Line; Hon. Roland
Ellis of Macon, representing the Southern
railway, and Hon. Alex W. Smith
of Atlanta for the Central of Georgia.
The Seaboard Air Line and the Atlanta
and West Point tax assessments
are also to be arbitrated, and when
they come up to Commissioner Stevens
he will also offer Judge Miller as umpire,
it being his determination, for
the sake of uniformity as near as it is
' possible to get it, to have the same
umpire in all cases. All other steam
railroads to be arbitrated, therefore,
may count on the same proposition as
was made in the foregoing cases.
Commissioner Stevens reached the
conclusion to take this position sev
ral dago ago. First ana roremtst,
it was his desire to have a berard
whose conclusions would as nearly as
v possible equalize the values cf the various
railroad properties cf the state.
In order to do this, it is necessary to
have practically the same board in all
i cases.
In the next place, it was his determination
to select a man who represented
the very essence of the Macon
platform, and who, he believed, would
carry out the wishes of the people as
therein expressed. That Judge Miller,
who was chairman of the Macon convention
and chairman of the starte
democratic committee, is such a man,
there can be no' possible question or
doubt.
Again, it is well known that an effort
has been made to bring about a
change in the method of appointing arbitrators,
and to have a new law enacted
at once, as rumor had it, with
the avowed purpose of dispensing with
the services of Commissioner Stevens

of DeKalb. was unfavorably
reported by the committee to which it
was referred, and thus practically
killed.

Board Reports Regarding Powder Ex,
plosion on Batleship Georgia.
The naval court of inquiry in the
case of the explosion on the battleship
Georgia, finds that the accident resulted
from a "flare back." meaning
that the breech of the eight-inch gun
was thrown open after it had been
discharged, -seme shreds of burning
cloth or unconsurned gas was driven
upon the powder about tc be inserted
for the next charge.

song in the tree but a few yards from
the original point. This time he identified

a song of its own. . The third year
he did not visit <Lakewood at the proper

but the fourth year he heard and saw
it again near the same spot. It appeared
always to make its summer
home in the trees on an area not more
than two acres in extent.

the enormous total of $100,000,000 a

The Agricultural Department will i
soon' issue a comprehensive publica- j
tion on "Methods of Destroying
Rats." This will show that the
brown rat is the worst mammalian
pest i existence, and in the United
States destroys more property tuan
all other noxious animals combined.
This government publication will j
show that the ravages of rats are
not confined to food. They enter
stores and warehouses and destroy
dry goods, lace curtains, carpets,
woollens, silks, kid gloves and other
leather goods. They gnaw through
lead pipes, flooding buildings with
water or filling them with gas. They
injure furniture and the foundations
and doors of buildings. They eat the
insulation from electric wires, thus
causing fires. The average fire loss
in the United States due to defective j
insulation is placed at $15,000,000 annually,
a considerable part of which !
is said to be caused by rats.
Rats destroy eggs and *oung poultry,
pigeons, game, birds au.l wild
song birds. They have been known
to kill young rabbits, pigs and Iambs
and even to attack children.
