Thursday, October 11,1906 ? We are glad to publish the letter from Comptroller General A. W. Jones, and while it was not written for publication, we have no idea Mr. Jones will object to our printing it. The communication v speaks for itself and needs no explanation. Mr. Jones makes clear his purpose not to increase taxes but to equalize taxation. He does not want to increase the taxes of anybody one cent, but he does want to see that you pay no more taxes in proportion than your neighbor. In this all honest men will agree, for surely every citizen should bear bis proportion of the .governmental expense. We do not believe in higher taxes, but we ought to have higher values for taxation, and this can be easily done with a constitutional amendment in regard to the three mill tax for school purposes. i? ^ Rapist to Hang. Isaac Knight, the negro who criminally assaulted Mrs. T. 8. Chapman, of Aiken county, a few months ago, was tried at th? t?rm nf rnnrt there last week and (sentenced to be hanged on Friday, the 98th of this month. Mrs. Chapman is a Northern woman who considered that negroes are "gentlemen," and this negro worked for her. She kept him in her house, being a widow, and treated him as her social !|& equal. The night of the crime she testified that he came in and she gave him his supper and stood talking to him for a few minutes clad in her gown, when he : caught her and committed the assault, ghe appeared in court and testified against him. The negro did not go on the stand, and the jury remained in the room one hour before agreeing on a verdict,* as one man did not understand some of the evidence. This is the case for which Solicitor Davis refused to recommend a special term of court to U try, and^Judge Gage complimented him for it, saying a trial then would practically have amounted to a lynching in the court house. The Lanrens Dispensary Case. The State board of election commis fsioners met in Columbia last Thursday to consider the Laurens dispensary situation. The dispensaries there have remained open in spite of the State board's ruling last spring that the Laurens county board was in error in declaring the election against the dispensaries void on account of irregularities. Judge Hydrick, on circuit, decided in favor of the county board, when the case came up before him. The Laurens prohibitionists are now insisting that the case go to the Supreme Court, but there seems to be no appropriation for carrying it there. The board referred the matter to the attorney i' general, who will report later. i tm Would-be Suicide Arrested. gS Greenville, October 4.?Despondency caused Wm. Bishop, an employe in the Carolina cotton mill, at this place, to attempt suicide this morning. Bishop swallowed an overdose of lauclanum, and would have succeeded in ending his life had not a physician arrived in time. Bishop was subsequently arrested and he will be examined for lunacy. Mrs. T. W. Dannelly and little "M. E." ^ Hutson are in Norway, visiting friends and relatives. \ Mr. and Mrs. W. L. Mitchum went to Bamberg last Wednesday. Mr. M. P. Dannelly left last Tuesday for Jacksonville, Fla., where he expects to make his future home. Mr. David Bishop went to Bamberg last Thursday. Miss Corry Bell Speights, who has been visiting her sister, Mrs. W. B. Moore, went to Hampton last week. Mrs. Phillip Smoak and little daughter, Rubie, of Smoak's, have been spending cnmo timp with her sister. Mrs. J. D. Padgett. , Mr. and Mrs. Wyatt Moore and Master Ned Kennedy, or Pon Pon, have been visiting the family of Mrs. F. T. Moore. Mrs. J. F. Loadholt, of Jenny's, has been spending some time with her parents, Mr. and Mrs. J. F. Oopeland. Rev. P. E. Monroe's mother, who lives in Salisbury, N. C., is here on a visit. Mr. H. M. Bishop went to Bamberg last Thursday. Miss Pauline Wilson, after spending some time in town with Mrs. T. D Jones, has gone to Mr. Jones Williams's, near Ulmer, where she goes to teach school. White Girls Refuse to Eat Luncheon With Negro Girls at Public Schools. Serious trouble has developed among the pupils of the public schools of McKeesport, Pa., because of an attempt to allow three little black girls to sit at the same table with the white girls while they eat their midday lunches. Many white children have been taken from the schools and it is feared that all of the whites will be taken out if the negro children are allowed to remain. When the white girls first complained Superintendent J. B. Ritchey got another table and the negro girls were told by the white girls to sit at that table. But they objected, and told their parents. The latter called on Prof. Ritchey and demanded that their children be permitted to sit with the whites. He Was Realistic. No sooner was the first blank cartridge fired than the frightened soldier dropped his gun and took to his heels. "Hey, why are you running away?" shouted his captain as the man dashed by him. "It's all right, sir. I'm doing the same as I would do in actual warfare." TAX NOTICE. The county treasurer's office will be open for the collection of State, county, school and all other taxes from the 15tb day of October, 1906, until the 15th day of March, 1907, inclusive. From the 1st day of January, 1907, until the 21st day of January, 1907, a penalty of 1 per cent, will be added to all unpaid taxes. From the first day of February, 1907, until the 2Sth day of February, 1907; a penalty of 2 per cent, will be added to all unpaid taxes. From the 1st daytol March, 1907, until the 15th day of March, 1907, a penalty of 5 per cent, will be added to all unpaid taxes. The following is the levy: For State purposes, 5 mills. All male persons between the ages ol twenty-one and sixty years, except Confederate soldiers or sailors, who are exempt at fifty years of age, are liable to a poll tax of one dollar. Capitation dog tax, fifty cents. Parties returning property in more than one school district will not forget tc ask for receipts for each district. On and after the ratification of this ordinance it shall be unlawful foi any person or persons to deposit any waste litter or garbage of any kind or the streets or sidewalks within the inco rporate limits of the Town of Bamberg. Sec. 2. All persons violating this ordinance shall upon conviction therefor be subject to a fine not exceeding ten dollars for each and every offense, or serve on the county chain gang not exceeding thirty days, at the discretion of the mayoi or mayor pro tern. Sec. 3. All ordinances or^parts of ordinances inconsistent with this, are hereby repealed. Done and ratified l^y Council at Town Hall, Bamberg, S. C., this 3rd day of October, 1906. G. M. All persons violating this ordinance shall upon conviction therefor be subject to a fine not exceeding $30.00 for each and every offense, or to serve on the county chain gang not exceeding 30 days, at the discretion of the mayor or mayor pro tern.
