SEVENTY-SIX MAJORITY When the Momentous Question Carso Up, the House Presented the Ap pearance of the Class Room 0 of Some Great University. In committee of the whole, Friday, the house, by a vote of 110 to 34, voted in favor of a lock canal across the isthmus of Panama, the amendment to this effect being presented by Representative Littauer of New York. With members of congress sitting on the short steps in the aisles of the ^ house, around the space in front of the speaker's desk, with a large membership of the lower branch of congress, with the galleries filled and with Mr. Burton, of Ohio, pointer in hand, indicating by charts the difference between sea level and lock car nal, the house presented every appearance of the class room of a great university. f Mr. Burton, on Thursday, gave no*hat. when the iten In the sun dry civil bill was reached appropri' ating upward of $25,000,000 he would ask for an hour in which to present his views on the lock level type of Panama canal. He prefaced his remarks by stat^ ing that Jn the so-called Spooner law, authorising th? expenditure of $135,r 000,000 for the Panama canal, and giving the president the right to inaugurate this movement and cany / it to a successful conclusion, the type was left with the president with cer, tain specifications and limitations. 'He said that lately there had been a strong agitation for a sea level canal, and he believed that the time had come when the question of type ahould be settled and the matter re: moved from the domain of controver\ sy. Continuing, he said: ^ . "It is net fair to the president and to the executive officers of' the government who have this great enterprise in 'charge to say to them, "Proceed with the canal with all the speed you may,' and with another breath to say that *we have not yet made up our minds what kind of a canal you shall build.'. It is unjust to the subordinates who have gone to the isthmus v to give the best years of their lives and their best efforts to hamper and embarrass them by failing to decide ?; this question." I Taking up his position in front of the maps, he called attention to the vital difference between the two types and remarked that when the topography is considered it would be the very strongest argument for the lock level canal. said thirty-four of the ablest engineers of the world favored the lock level type and he believed this judgment schould be accepted. Mr. Bartlett of Georgia made a point against the amendment of Mr. Littauer. Re insisted that the amendment was clearly new legislation and argued the question from that premise. The chair, Mr. Watson, of Indiana, held the amendment was in order and cries of "vote, vote," were heard. Without further discussion the Littauer amendment was adopted. STRIKE IN SOUTHWEST ENDS. . . Miners and Operators Reach Agreement and Work Will Be Resumed. The appointed tellers completed the count at Kansas City, Friday, of the referendum agreement reached last -V week between the soft coal miners and operators of the southwest. The agreements affecting Arkansas, Kansas and Indian territory were carried by 1,400, and ends the strike In the, southwest and the miners will return to work. Major-General Corbin contributes to the Daily Bulletin, of Manila, an admirable and valuable article on the future of the city as the trade centre of the Orient. He points out that Manila is only two days from Hongkong, five from Singapore, eleven from Colombo and thirteen from Sydney, Australia, and with this geographical position, its fine harbor and the magnificent modern dock system, soon to be completed, it must be the gateway of the vast Pacific trade. The General strongly advocates a free port, so that vessels with goods for reshipment to places outside the Philippines may enter without payment of customs duties, hanbor and wharfage charges and annoying formalities. He is chairman of the committee appointed by the Governor-General to consider the shipping interests of Manila, and thus his article has the weight and importance of a double authority. According to the Commercial Intelligence (London), British merchants would do well to investigate the possibilities, of trade in the lesser known countries of the East. Recently one of the steamers running between Australia and China took to Sydney N. S. W., an experimental shipment of the products of Zamboanga, a large town and seaport at the wuthem end of Mindanao, one of the largest islands In the Philippines, in the Basilian Straits. It is understood that the Island has never been explored, despite its large population, but under the American flag a good trade is springing up, and arrangements have been made .for making Zamboanga .a regular port of call by the AustraliaChina steamers, for whose use a wharf is being constructed. Of the natives in the interior' there is little or no precise information, but they are believed to be peaceable and industrious. The sample shipment referred to consisted of various kinds of timber, including ebony and teak; also copra and bark. Representatives of Sydney exporting bouses returning from the Philippines declare that there exists a great commercial future for the immense island world of which the Philippines form a portion, but the trade requires a more systematic opening up than has hitherto prevailed.
