Dispensary Officials Notified That it Will Stay

notice that the connty board of control of
Anderson county has decided to reopen
the dispensary at Pendleton, which was
destroyed by fire a few weeks ago. There
was some opposition from the people re*
siding in the neighborhood of Clemson
college, who claimed that the students
from that college obtained supplies there,
but the authorities denied this and the
people of Pendleton desired the dispensary
because the revenue therefrom does
away absolutely with any town tax, mak l
ing Pendleton the only town in the State
where there are no town taxes.?Columbia

Col. James L. Orr, of Greenville, died
V last Sunday from an attack of erysipelas,
from which he had suffered for about two
weeks. He was president of several large
cotton mills im that section, and one of
the prominent men of the State.

of Baltimore, spent last Thursday in
the city, selling stationery to The Herald
Book Store.

- Water and Lights.
Mr. Howell, of Washington, D. C., and
Editor A. B. Jordan, of Dillon, were in
the city last Saturday looking over the
town with the view of making a proposition
tocouncilto establish a water and light
plant here. It is highly probable that the
company represented by them will make
application for a francmse at an eariy
date, and we confidently expect Bamberg
to have these conveniences in a few
months.
In case a proposition is made by these
gentlemen, the price per year for both
lights and water will oe about the same
as Mr. Chase wanted for the lights alone.
Mr. Howell went over the town carefully
and made a map showing the different
streets, and some conversation on the
subject was had with members of council
I* and other citizens. We expect our city
fathers to have before them a favorable
proposition in a short time.

THE COtTON SITUATION.
Mr. W. H. Bamberg Writes on the Subject in a
Characteristic Manner.
, Editor The Bamberg Herald:?I
was asked to come up in the town hall at
Denmark and I went, and they had their
delegates fixed. What was the use to go
or to argue anything? That's the way
they do. Take the people in the dispensary:
We voted the State dry and what
have we got? We have got it so we can't
get a ten cents drink and go home sober.
We have got to get fifteen cents one x
corn, which is enough to make you kill
your grandmother, and now the speculators
have lost mpney on cotton and they
go to work and ask the farmers to cut the
acreage and make the price of cotton
higher, and next crop if the other side
Las the most money they can make it
worth just that much less. Yet I don't
blame any one that has anything not to
protect his own. A man must look after
his household. Mr. Editor, I say all classes
of business should be represented: the
money, the doctor, lawyer, merchant, and
farmer.
Now we come to the slaves; how are
they? Why do the Jews come to this
country to live? Because they are under
a King; they are under bondage, and they
are the same as slaves. Why do they
come to this country? Because it is a
free country. Now, why should any
one say that I should not plant my own
place in gourds or sunflowers or mushrooms
or anything I please? Are we free?
Don't we live in a free country? If not,
let's go to Salt Lake and get the same religion
that they want to introduce in this
country. No, we don't want but one
wife, and we don't take care of her as we
should. When God made man be did well,
but when He made Eve he did weller.
That was the best thing He ever did make,
and I thank Him for the improvement,
sure. If that had not been done I or you
would not want to live, and now we are
happy, and why don't they let us stay so.
Now, Mr. Editor, if I have got fifty
cents and living in a free country, can't I
spend it as I please? and if I have one
acre of land shall you dictate as to what
I shall plant or build on it? If so, are we
free? 1 have got wounds on my body
from head to foot, received in '76 while
trying to save this country to the white
man, and yet they made a law that any
one owning $300 worth of property or
could read the constitution would be allowed
to vote. Now we go to work and _
educate people to break our own necks "
and bring strife among our people.
We even went to work and changed the
constitution in order to make the dispensary
law good. Then we take that same
money and educate people to break our
own necks. What is the use for a man to
put up his own life and fight for liberty

Mr. Editor, look at the alliance? What
did they do? Now, shall we sign a pledge
to plant what you say plant and to do
what you say do? What is the use for me
to have money or property if I can't do
as I please with my own? I will leave this
country and go to bait Lake where people
have got more than one liberty.
Mr. Editor, the Bible was lost for twelve
hundred years, just as we were lost till
3eventy-six. Now we are found just like
the Bible was found, and what is the use
to go back under bondage again? We
bav'e fought and gained the victory, and
now we have fixed a plan to read the
constitution clearly, and what has done
it? It was this: Changing the constitution
and making it a law that the State =
could only sell whiskey and to educate
people to read the constitution. Where
are we now?
Now, Mr. Editor, my opinion is this:
To set a price on cotton and sell it?so
many bales at a certain price and to be
delivered, and on whatever basis that
cotton classes; then the farmer, merchant
and factorv man would know what to do.
Now, Mr. Editor, the people of Denmark
adjourned in my face because I wanted
everybody to be represented. I think the
cause of this was that Charley Free found
ray hat between Bamberg and the memorial
grounds. . Brit I am here, half way
between Bamberg and Denmark, and expect
to do as I please as long as Henry
Rice and Frank Bamberg have* got any
money. I am using their money and my
own, and will do as I please with my own
and with theirs as long as I live, so help
me God.
Now, Mr. Editor, you see how I stand:
[ want everybody to be represented. I
bought a bill of shoes for $150. Those
shoes were not made; they were to be delivered
on the 10th of March. Why can't
we price our cotton this way? Fix a
foundation and TJ1 sign the bill. The
man that built his house on the sand was
washed away. When he built it on the
rock it stands till today for this reason,
dive me freedom and liberty; let me have
what is mine and let you keep what is
pours.
Now, Mr. Editor, there is a great deal
cf sense in what the show man said in
Bamberg, if he was black. You remember
he said: "Lord, help us to get right."
Now, Mr. Editor, I don't want any one
done wrong, but I want myself and poor
friends done right, and I say what the
poor negro said: "Helpus to get right." =
