LIQUOR BILL BEFORE CONGRESS. .
Places Whiskey Shipped From Other States Under
Control of State Laws?Came from Iowa.
Since the recent decision of the supreme
court of this state that whiskey cannot be
seized at the depots or while on railroad
property, the dispensary officials are interested
in a bill now before congress known
as the Hepburn-Dolliver act. The bill
takes whiskey and all intoxicating liquors
out of the jurisdiction of the interstate
commerce law and makes the stuff liable
for any law which the state might have
in reference to the shipment of whiskey,
just as though it had been produced inside
the state. Heretofore the state
authorities have had difficulty in enforcing

commerce law, which gives any citizen
the right to buy whiskey from another
state in an original package. As a result
the blind tigers would buy their whiskey
from another state and the constables had
to run the chaoice of seizing it after it had
been taken to ^.he place of business.
The bill was originated among the
temperance societies of the west, where
many states have prohibition and local
option laws, and the blind tigers did a
flourishing business, and it was introduced
by the senators and representatives
from Iowa. Since, however, it has been
found that the act would benefit the
dispensary law of this state, it has received
the support of members of the South
Carolina delegation, and, should it stand
the test of the courts, will be a material
aid in enforcing the law.
