McMillan, of Ulmer, a twin brother of the South Carolina representative, Claude Mc Millan, of Albany. Just recently I read an article written bv one of the brilliant college students of the State, who having won a scholarship in competitive examina tions, is now a leader in the student body. 1 remember this child as be ing sub-normal mentally, and disfig ured.
