Jud^e DeVore Speaks Out.
Judjre J. H. DeVore, who is con
ducting Court at Spartanburg, ad
vocates that criminals he electrocuted
in the counties where the crime oc
curred and, if thu is impossible, "we
ought to go hark to hanging, so that
it may he done out in the open be
fore the citizens of the county.” Judge
DeVore does not think that the elec
tric chair in Columbia is a deterrent
against crime, for the reason that
people do not sec 1 men electrocuted
and therefore do not fear the electric
chair. "If men see their triends and
neighbors executed before their own
eyes for a certain crime, it will not be
long before th4t crime will disappear,”
said the- Judge.
There is probably a great deal of
truth to what Judge DeVore says.
We read about a trrible tragedy hap
pening in some 1 distant State and it
makes only a slight impression on us.
It is only when a tragedy happens or
a crime i« committed near home that
we fully realize the horror of it all.
There is no doubt but that legal exe
cutions in the county in which the
crime was committed would have 1 a
wholesome effect in checking crimi
nal tendencies.
Judge DeVore also paid his respects
to the road hog and the speed maniac,
declaring that a man who wilfully,
wantonly and recklessly ran over an
other and killed him ought- to have
the same punishment as the man who
shoots another down with a shotgun
or hits him in the head.with an axe.
(’ailing attention to the fact that 1K,-
000 people were kiled in this country
last year in accidents, he declared
that “no law in this country is violat
ed every minute of the day and every
day of the year as are traffic laws.
And the Judge did not except the pro
hibition law.
People are becoming aroused to th<5
necessity of safe-guarding the public
highways. Some means must be de
vised to curbs the road hog atid the
speed maniac. The People made some
suggestions along this line last week,
and this is one question that we hope
the General Assembly will attempt to
solve when it meets in January.

The People understands that Mr.
R. A. Easterling, of Denmark, has
submitted a proposition to the Town
Council and Commissioners of Public
Works of Barnwell, relative to buy
ing out the local power plant and fur
nishing electric current to this city.
We have not seen a copy of his pro
position hut have been told, in sub
stance, what Mr. Easterling proposes.
We are in favor of any reasonable
proposition whereby the people of
Barnwell are assured of good .service
at a low rate, but, by the same token,
we are against entering into any deal
just at thi^ time unless the plant can
be disposed of profitably and a sub
stantial decrease in tin* current ’rate
fissured.
The People believes that South
arolina is on the threshold of vast
power developments, and it would
unwise to enter into any proposition
until the host possible contract can
he secured. We suggest that Air. Eas
terling’s proposition be taken under
consideration and in the meantime
get in (ouch with other-power tym
panies and st e which jvill do the most
and best for us. Ther > really isn’t
any great hurry to close th.c deal at
this time. We are getting icasonahlv
good service and at a rate, we are

year 1924 from Oct. 15th, 1924, to
March 15th, 1925, invlusive. A pen
