post of the American Legion In 8t.
Paul, Minn., when delegations gather
there for the annual convention. Gott
lieb, son of a Russian Immigrant, was
elected to his position as commander
of a St. Paul post because of his work
for the Legion, and because his com
rades realized his organizing ability?
On the principal post In the conven
tion city falls much detail work. From
the ranks of that post must be recruit
ed the hard workers, the men who do
most toward entertaining their com
rades, the men who must be on hand
practically for 24 hours a day, if nec
essary, for the success of the affair.
So when the 1024 officers for St
Paul post No. 8 were to be chosen, the
thousand members ctst about to see
who fitted this descripUon most accu
rately. Regardless of the fact that the
members wers, mostly Irish, this did
not deter them from selection of Gott
lieb, a Jew. Race had nothing to do
with this election. As It happened,
but fifteen other Jews are members of
the post, and on the night of the elec
tion only five were present.
But Gottlieb hes had a long record
of achievement In Legion organizing.
He was a member of the Legion
within forty-eight hours after his ar-

entertainment officer, post finance of
ficer and has taken an active part la
local, county and department activities.
When the Ramsey county central com
mittee of the Legion was organized, he
played a principal part. He formed
the successful post drum and bugle
corps, which carried off department
honors In 1922 and 1923. He formed
the Ramsey County Legion Bowling
league, one of the most successful lu
£he Legion. If there has been a pro
ductive activity of the Legion In St.
Paul, Gottlieb very likely figured In It.
Gottlieb was born In Russia and
came to America with his parents In
1893. He Is the second son of a fara-
! Ily of eight. Five of the family served
| In the World war—three In France.
His high school education was nevor
completed, as he left during his first
l year to income a printer’s apprentice,
Which trade he still follows. With an
other World war veteran he came hack
and opened his own shop In the Min
nesota city, which he still operates,
though he says It Is likely his atten-
dfon to It will be little during the few
months previous to the St. Paul con
vention, in view of his present post.

An out-of-dttors ramp^ to house visit
ing Legionnaires who attend the de
portment convention of the Legion In
Asheville, N". C., will he established.

encamp in this manner.

will be overtaxed during the conven
tion and the Kiffin Rockwell post has
arranged to open a huge camp, which
will require 600 tents, 12,000 blankets
and 3,000 cots to care for the visitors A
small charge will be made for ac
commodation, which will Include
meals, 1)08 tickets, and to all attrac
tions planned for the’ Legionnaires
during the three-day stay.
Says Former Service
_ Men's Party Will Come
Political muddling has coat the for
mer American soldiers so much during
the last four years that the climax will
be aatabllshing a former service men’s
party, according to Joseph Schwarta,
a member of the American Legion In
Atlantic City. Schwarts made this
declaration In speaking before tha
Lions club of that city.
"The time tscofnlng when the former
service man will etlter politics,**
Schwarts said, "a service man doesn’t
want money, but ha wants a soldier
party.”

A few selfish American bnslness In
terests are seeking to Import an ‘‘Illit
erate labor class" as virtual alavea,
Garland W. Powell, director of Ameri
canism of the American L4^glon,
charged In Atlanta, Ga. Powell’s dec
laration was made during the course
of an addreas before an Illiteracy con
ference called by the Legion for the
state of Georgia.
The Legion mam read a letter from
a New York commercial, organization
whlldi stated that the' beard wanted
this country to admit Illiterate Immi
grants. "If we exclude all llllteratea,
we would be without labor," the letter
said. -
Powell said these people seek to es
tablish a condition of Industrial
slavery. He declared that they at
tempted to eydaln away their attitude
by saying that without Illiterates the
nation would be without labor, when
the fact really Is that they deslr| Il
literates so that they can have unintel
ligent, unthinking labor. Powell fur
ther charged that such Interests were
seeking to Increase Immigration so
that 'they might enjoy the swollen
profits that otherwise would In some
measure go to Intelligent labor. He
added that such a move would lower
the standards of education and living.
The letter to which he referred said,
in part:
"We notice . . . the slogan In the
first page of your leaflet which reads
as follows: *No Illiteracy by 1927.’ ' It
Is not quite clear what this slogan
means. If It means that no Illiterates
’are to be admitted Into the United
States as immigrants, It raises a seri
ous question and the board wbuld not
approve such stoppage. The labor
class Is one that we do not raise In the
United States; It must be Imported. If
we exclude all Illiterates, we would be
without labor.”
This Idea, according to Mr. Powell,
means that a large section of business
believes that America does not believe
In the dignity of labor. It believes
that America must go on and on, Im
porting ‘‘the scum and riff-raff of Eu
rope, until the majority of our people
Is composed of scum and riff-raff."
These things, he declared, are abso
lutely opposed by the American Le
gion. He argued that under present
Immigration laws of America, foreign
nations make sure that the emigrants
leaving their shores are of a low type
of humanity, almost. Impossible of as
similation here.

on by veterans’ societies. This has
ended long discussion by members of
the American Legion and other or
ganizations extending over nearly two
years.
A contention of certain veteisans was
that the funds be redistributed pro
portionately to the towns from whence
the money came. About !2,000,000 re
mains In the fund, and It has been
voted by representatives of the soci
eties that the money shall be expend
ed on a state thrlne. In no way de
voted to utilitarian purposes. The lo
cation Mettled on, according to the re
cent conference, Is to be next to tha
state house, bounded by Mt. Vernon
and Beacon streets from north to
south and by. the state house and Joy
street from east to west.
Eight members of the Legion com
mittee acted on the proposal, and
voted In favor of the project.
Community Homes to
* Be Built in California
Construction of American Legion
homes in eight different communities
In Contra Costa county, California,
will be started this spring. According
to Morgan Keaton, department ad
jutant of the organization, >he appro
priation of $240,000 will he necessary
for this work and approximately $13,-
000 will be allocated to each com
munity,
Under the California law, recently
upheld by the State Supreme court,
a county la given authority to set aside
such funds for erection of a communi
ty home for use of veterans, once all
the money Is paid .Into the county
treasury. The act was passed In 1921.

abled ex-service men near Racine,
Wls. As members of the Legion’s
sick committee from the Racine post
had previously announced that they
would visit the sanitarium on a cer
tain date, they set out through the
snow to fill the engagement In order
that the patients might have the little
ttema of personal comfort prepared
by the Legion. Two of the men, EU
Hannon and Loater Bowman, were
forced to shovel snow more than half
a mile In order to get their car through,
bat they arrived at the^time aet, and
brought first news of the outside
world to the veteran patients In sev
eral days.
