The People has been requested to publish from time to time themes written by Barnwell High School pupils in an effort to encourage them in their school work and pro mote better scholarship. This re quest is cheerfully granted and this week we submit the first “paper” for the consideration of our readers. It is entitled “A Fitting < Memorial” and was written by an eleventh grade pupil, Julian Harrison, the son of Mr. and Mrs. J. R. Harrison, of this city. License Ta* to he Kept on Do* Collar — That every owner of a dog shall be required to collar and plact* the aforesaid dog license upon the said collar, except when such dog shall he used for the purpose of hunt ing, when such dog shall bo upon a chase or hunt. Section 4. .\«h* Payment a M in- demeanor—Penalty— Disposition of Fines.—Any person owning, harbor ing or maintaining a dog, failing or refusing to pay the license afore said. shall be deemed guilty of a misdemeanor, and upon conviction thereof shall be fined not more than Five ($5.00) Dollars or imprisoned" not more than Five (o) days—one- half of said fine shall go to the per son reporting said failure to pay said license, and one-half to the pub lic school fund in which said dere lict occurs. Section 5. Fee for County Treas urer.—That /'each County Treasure,!' shall he allowed, ‘to retain twenty- five cents of said license, to reim burse him for furnishing said tags and keeping the records, as are re quired under the provisions, of this Act. Section 6. School Trustees to As* *ist.—The school trustees of the va rious school districts bf the Stlte hall be charged with the duty of aid ing the Treaurers ami Magistrates in the enforcement of the provi£ ions of this Act. Section 7. This Act shnil go into effect on January 1st, 1922.
