County Supervisor Lipscomb Refused
to Accept the Custody of the
Defendant.
Gaffney.—Following his conviction In
Gaffney police court on a charge of
theft, a young negro has been sen
tenced to serve 30 days on the public
works, and as the city of Gaffney, has
an arrangement with the county au
thorities by which all city prisoners
are worked oh the county roads, the
City officials endeavored to turn the
young negro in question over to the
county authorities, but County Super
visor E. Felix Lipscombe refused to ac
cept the custody of the defendant on
the ground that he is under 18 years
1 of age and that it is contrary to South
Carolina law to work a youth of less
than 18 on public works. The city la
therefore confronted with the necessi
ty of taking care of the negro for 30
days, feeding him and receiving noth*
ing in return.
Supervisor Lipscomb says his ac
tion in the matter la based on an order
issued In habeas corpus proceedings,
recently held in Spartanburg before

Ridge Spring. — The eighth annual
meeting of the South Carolina Aspara
gus Growers' association was held in
Ridge Spring recently. About 100
members answered the roll call and
from 100 to 200 others Interested In
the growing of asparagus were pres-,
ent.
The meeting wan held in the large
auditorium of the handsome Ridg6
Spring high school building and was
presided over by M. C. Kitchings, of
Williston, president of the associa
tion. *
All officers were re-elected for an
other year: M. C. Kitchings. of Wil
liston. president; Dr. W. G. Smith, of
Williston, vice-president; L. C. Eldson,
of Trenton, secretary-treasurer; J. W.
Jones, of Ridge Spring, general mana
ger. The following directors were
elected for another year: Q. A. Ken
nedy and W. B. Owens, Williston; S.
B Hair and C. L. Wooley, Elko; R. M.
Watson and F. G. Asbill, Ridge Spring;
B. R. Tillman and D. R*. Day, of
Trenton.

Social Workers Next Month.
Spartanburg. — The annual meeting
of the state conference of social work
ers to discuss the various phases of
public welfare work in Squib Carolina
will be held In Charleston November
7, 8 and 9, It • was announced here.
The conference will be made up of
Red Cross workers, community health
workers, community nursing workers,
Y. M. C. A. officials. Travelers’ Aid
Workers, as well as professors of so
cial science at the various colleges in
the state. Josiah B. Morse, professor
of sociology at the University of South
Carolina, will preside.
-Guard Kills Negro.
Orangeburg.—Louis Birch, a negro
convict, anout 22 years old, was shut
and killed by L. S. Brown,.a chaingang
guard, when the negro attempted to
make his escape and refused to stop
when ordered to halt. About two
weeks ago Birch was convicted of
highway robbery,'having held up on.
August.25 a young boy in tfie Provi
dence section of Orangeburg county,
and upon conviction by a jury, was
sentenced to serve two years. It is
stated that Birch declared that he did
not expert to serve the term if ha

tees of Coker college. Miss Ray Gandy
said that women were eligible to elec
tion on the board of trustees of Coker
college. Also a board of visitors, con
sisting of women, will be elected from
Welsh Neck and 11 affiliated associa
tions to visit and inspect the college
each spring.
