the Form of a Resolution.
Washington. —• Abolition of extra
territorial rights in China, by which
various powers maintain their own
courts for trial of their own nationals,
was agreed to in principle by the
powdirs represented in the Washington
coaference on Pacific and Far Eastern
affairs.
The Chinese delegation presented
to the committee a statement strongly
arglng the abolishment of the extra
territorial rights and sympathetic re
sponses were said to have been voiced
by the representatives of the other
powers.
Belief was generally expressed, how-
ever, that the rights could not be
given up immediately in view of con
ditions, but that the abolition should
come as promptly as compatible with
the present situation and progress of
China.
The committee, upon reachlnc the
general agreement, authorized the ap
pointment of a sub-committee headed
by Senator I>odge. of the American
delegation, to present the principle In
the concrete form of a resolution

London.—The negotiations for an
Irish settlement are feared to be near
ing an unfavorable end, according to
a high authority und there is appre
hension that next week may witness
their collapse unless more favorable
circumstances, not now forseen, shall
develop.
It Is stated that Ulster is no longer
presenting the sole obstacle, but that
the Sinn Fein has refused to accept
allegiance to the King, although wil
ling to take the oath to an Irish con
stitution.
Furthermore, and equally-jroportant,
It is added, the Sinn Fein will not
agree to a veto of Irish legislation by
the British crown. ’ *
The Sinn Fein idea is said to be a
completely independent Irish state,
although loosely connected with the
other states in the empire. Acts of j
parliament creating British dominions :
give the King the power of vetoing
all legislation, but, by constitutional
usage, this veto is now never exer
cised. The Sinn Fein, however, is
declared to have made known Its be
lief that a similar veto power regard
ing Ireland would constantly be used
at the will of the British cabinet.
The government regards this diffi
culty as fundamental. It is asserted.

Washington.—The first, and special,
session of the sixty-seventh Congress
ended after President Harding had
visited the capitbl and signed meas
ures enacted in the closing hour-:;.
The house. was the first to close up
shop, adjourning sine die at 4:01, and
at 4:37 o'clock the senate quit.
Chief among the measures signed
by Mr. Harding were the tax revision
and maternity bills.
After finally disposing of the tax
bill, the senate turned to clean up
some five hundred odd presidential
nominations.
But It did not complete the job.
Nearly half of the number were left
to die under the law. Most of those
upon which no action was taken
were minor postmastership appoint
ments. It was understood that at
tempts. to put through the last minute
negotiations had been blocked largely
through charges of several senators
that an effort was being made to “rail
road'* the appointments.
Meanwhile, the house was marking
time, awaiting announcement that the
President had signed the tax and ma
ternity bills and had no other commu
nications and when so Informed ad
journed.
Washington.—The purchase of an
Island in the Bahama group 45 miles
off the Florida coast by a group ol
American capitalists who propose to
transform It into a great liquor and
gambling resort is reported here.
The Island is known as the Grand
Bahama. It Is the largest and most
northern island in the group, , being
70 miles long and four miles in aver
age width. It has been a British colo
nial possession.
Upon this newly acquired territory,
far removed from the prohibition
laws of any country, the purchasers
plan to erect establishments for
the manufacture and sale of intoxi
cants of all kinds, to create a gamb
ling resort outrlvalling Monte Carlo
itself, and to build race tracks where
unrestricted racing .will be held, a
stadium for prize fighters, together
with sumptuous hotels and all other
j conveniences for the comfort and
entertainment of their patrons.
Four large steamships, each ac
commodating 1,500 passengers, are
fo ply between Palm Beach and the
islcnd, according to the plans of the
promoters, and especially built aero
planes also are to be provided to con
vey patrons from the mainland.

New York. — An accident occurred
every 20 minutes on the streets of
New York last year. There were
27.550 vehicular accidents, which kill
ed 8*4 persons and Injured 17,133 men
and 6.14* women. Private cars were
in 7.*08 of the mishaps, business auto
mobiles In 3.423 and taxicabs In 1,231.

Orangeburg.—Papers have been
served upon J. W. Smoak, J. L|. Shu
ler, S. J. McCoy, C. F. Burgdoff and
J. F. Cleckley, members of the Or
angeburg highway commission, en
joining them from further continuing
the work of highway construction in
Orangeburg county until the matter
can be heard before Judge I. W. Bow
man at Orangeburg. It seems that
recently a contract was let for the
construction of a road from Orange
burg on to Elloree and Holly Hill sec
tions of Orangeburg county and that
the bid was not given to the lowest
bidder. J ,C. Falrey of Orangeburg.
The bid of Mr. Falrey was $2,500 low
er than that of the successful bidder.
’The injunction proceedings are be
ing brought by Mr. Falrey. it being
stated therein, it is said, that the
members of the highway commission
are exceeding their authority under
the law In the spending of money, that
over $300,000 has been spent already
this year and more Is being advertised
for. Mr. Falrey was a former eng*-
neer for Orangeburg county, working
under a no supervlaor form of gov
ernment. there being township com-
