and agreed upon some time ago, and
last week the merchants signed up to
put it into effect. Hereafter a solicitor
must necessarily present the “blue
card” from the merchantile bureau be
fore a proposition Of this kind will be
considered. The purpose is to de
termine between the worthy and the
unworthy. Each proposition as pre
sented will be considered, by a commit
tee on its merits and will be turned
down, or a "blue card” issued, A “No
