The county committees shall assemble at their respective court houses on the morning of the second day after the election on or before 12 o'clock noon to tabulate the returns and declare the results of the primary so far as the same relates to mem bers of the general assembly and county officers, and shall forward im* mediately to the chairman of the State committee at Columbia, S. C., the result of the election in their res pective counties for United States senator. State* officers, congressmen and solicitors. Section 2. The polling places shall be provided with a table for the man agers. The polls shall be prodded with a guard rail, so that no one ex cept as hereinafter provided shall ap proach nearer than 5 feet of the booths in which the voters are pre paring their ballots. Section 3. The tickets shall be printed on clear white paper in the usual manner, but shall have a cou pon at the top perforated so as to be easily detashed. On the coupon shall be printed “Official ballot." “Club . Ward . No. The numbers shall run seriatim for each club. There shall be 50 per cent, more ballots than there are voters en rolled at each voting place. Section 4. The manager in charge of the poll list shall change the number of the ballot on his poll list, and place the defaced ballot on file. No voter shall be given a second ballot until he has returned the first one with cou pon attached. \ Section 6. No person shall be al lowed within the guard rail except as hereinafter provided. If a voter can not read or write, or is physically dis abled, and by reason thereof did not sign the enrollment book, he may ap peal to the managers for assistance, and the chairman of the managera shall appoint one of the managers, and a by slander to be designated by the voter, to a—1st him in preparing his ballot: Provided. Section 7. If the watchers or offi cers of the law who are admitted to the polling place by the managers shall interfere with the managers or obstruct the voting, tt shall be the du ty of the managers to suspend the •- lection until order is restored, or aa may be provided by the rules of the party.
