A word of explanation possibly may
be necessary. When the army was
i enlarged to huge proportions to meet
I war conditions, colonels, lieutenant
I colonels, majors, captains and lieuten-
1 ants of the regular establishment,
trained men. were given temporary ad
vanced grades of command in the new
forces. Of course hundreds of these
I officept still hold theso 'advanced
grades, because demobilization Is
nothing like complete. The charge in
congres* Is that a lot of these oflt<*crs
are being held In thetr higher rank ,
and at higher pay when then* Is no^
longer need for their service* In the
grades which they occupy, and that
they ought to be deiuopM and put
hark Into their proper grade* in th#
regular aroiyx
