Dear Brother:
As it has been some good long time
since I heard from any of the home
folks I think I will try writing again.
I saw Johnson yesterday and to my
v sad, sad surprise he told me of the
death of my dear brother which died
Nov. £ 27th, 1918. Oh, do you remem
ber the last time we were all three to
gether in your back yard; well, I just
•felt like something was going to hap
pen to one of the three of us before we
were all together again.
Oh, if it could only been God’s will
for him to have lived until I returned
home so I could have told him all about
this war and how lucky I was *to go
through and only get wounded twice
I would have been the happiest boy in
the world, though God knows best for
all things and all I can do now is ask
God to strengthen me and help me to
overcome my trouble and pray to meet
him in a better world, for he is at
rest, or I feel that way anyway.
You all must write and tell me all
these things. Let me know how pa
and all of you are getting along. I
hope you all are getting along fine;
tell pa and don’t any of you all worry
about me, for I am getting along as
well as can be expected. I thought
we would have been pn our way hpme.

county officers and members of the
general assembly shall be filed within
two days after the day of the declara
tion by the .county committee of the
result of the flection with the chair
man of the county committee and said
committee shall hear and determine
the same at its first meeting there
after.
, Rule 45.
Section 1. In every primary elec
tion in this State there shall he pro
vided at each polling precinct v one
booth for every 100 enrolled voters,
oi* majority fraction thereof. The
booths shall be made of wood, cheap
metal, or any other suitable substance,
shall not be less than 32 inches wide
and 32 inches deep, and 6 feet 6 inches
high, shall be provided with a curtain
hanging from the top in front to with
in 3 feet of the floor, and shall have a
suitable shelf on which the voter can
prepare his ticket. Provided, The
provisions of this Act shall not apply
to rural voting precincts outside of in
corporated towns and cities. ,
Section 2. The polling places shall
he provided with a table for the man
agers. The polls shall be provided
with a guard rail, so that no one ex
cept as hereinafter provided shall ap
proach nearer than 5 feet to the booths
in which the voters are preparing
their ballots.
Section 3. The tickets shall be
printed on clear white paper in the
usual manner but shall have a coupon
at the top perforated so as to be easily
detached. On the coupon shall be
printed “Official Ballot.” “Club .

Special attention is called to the fol
lowing rules r
30. The managers shall open the
polls at 8 o’clock a. m., and shall close
them at 4 o’clock p.’m.; Provided,
That in the cities of Charleston and
Columbia the polls shall open at 8
o’clock a. m., and close at 6 o’clock p. '
m. The managers shall then proceed !
publicly to/6ount the votes. After ‘
tabulating/the result, the managers
shall certify the same and forward
the ballot box containing the ballots,
poll list and all other papers, except
the club roll, relating to such election,
by one of their number to the chair
man of the county committee within
36 hours after the close of the polls.
35. The county committees shall
assemble at their respective court
houses on the morning of the second
day after the election on or before 12
o’clock noon to tabulate the returns
and declare the results of the primary

there are voters at each polling place.
Section 4. The managers shall be
responsible for all ballots furnished.
When a voter presents himself he
shall be given a ballot. The manager
in charge of the poll lists shall enter

of the voter. The voter shall forth

and without undue delay prepare his
ballot by scratching out the name of
the candidate for whom he does not
care to vote. No voter shall remain in
the booth longer than 6 minutes. Af

shall present himself to the manager.
His ballot must he folded in such a

the coupon can be readily detached by
the manager without in any way re-

Section 5. No person shall be al
lowed within the guard mil except as
hereinafter provided. If a voter can
not read or write, or is physically dis
abled. and by reason thereof did not
siirn the enrollment book, he may ap
peal to the managers for assistance,
and the chairman of the managers
shall appoint two watchers, represent-
ing’different factions, to assist him in
preparing the ballot.. Provided. After
the voter’s ballot has been prepared - ,
the watchers so appointed shall im
mediately go behind the guard rail.
Provided further, That if there be no
such watchers available, the chairman
may appoint two by-standers who are •

Provided, however, That candidates
for public office voted for at such poll
ing place may be present at the can
vass of the votes. Provided, Canvass
of the votes shall be open to the pub
lic.
Section 7. If the watchers or of
ficers of the law who are admitted to
the polling place by the managers
shall interfere with the managers or
obstruct the voting, it shall be the du
ty of the managers 10 suspend the e-
lection until order is restored or as
may be provided by the rules of the
party. No person shall be allowed to
approach polling places within 26 feet
while polls are open, other than the
persons herein provided for.
Section 8. Upon the close of the
election, managers shall account to
the executive committee for all ballots
delivered to them, and may make the
following return: (a) The number of
official ballots furnished to each poll
ing precinct, (b) The number of of^
ficial ballots spoiled and returned by
voters, (e) The number of official bal
lots actually voted.
Copy of rules will be mailed to man
agers of each club with tickets.
Each executive committeeman is
hereby notified that he will be required
to furnish the managers of election
with a suitable box for tickets for can
didates for county offices. (Ordinary
cigar boxes will do.
