Seventeen white men were arrest
ed in Barnwell County Thursday and
brought to Columbia and placed un
der heavy bonds for alleged parti
cipation in the lynching of Walter
Best, a ' negro, near Fairfax, last
Saturday afternoon, who earlier in
the day shot William Wilson, a
young white man, to death.
Five of the defendants were plac
ed under bonds to the amount of
$7,500 eaqh, and the 12 remaining
defemlaiits at $5,000 each. Th<pe
whose bail'Wa^ fixed at $7,500 each
were: C. H. Sanders, John Dunbar,
O. 1 B. Lynes, K G. Connelly and
Oscar Carlton.
The 12 who will be asked to pro
vide hail of $5,ooi» each were: J. R.
Blount. W. 1* Sanders. U. A. San-
der». II. Ilehf

Connelly. Oscar Carlton, and several
garage men, -Jr R.^ Blount. O. P.

Harter, Frank Harter; James Boyles
and Morrall Strange.”
/J. F. Grubbs, deputy sheriffs sub
mitted the following' affidavit: v •
“I was with the sheriff and do
corroborate what the sheriff Says
about the case and can only add that
l know the man that pulled the
negro out of the car. His name is
C. H. Sanders, and with this excep
tion the hseriff’s testimony is abso
lutely correct.”
J. B. Ross, the other deputy, also
corrobrated sheriffs statement.
“I can’t mention the names of the
men whom he names, but his -state
ment is absolutely correct.”
Many of the defendants are prom
inent in business and agricultural
interests, some of them operating
farms with as many as 20 plows.
Grady Harter is 25 years old and is
a merchant at Fairfax; Lawrence
Harter is a farmer; Frank Harter,
farmer lives four miles from Fair
fax; Simms O’Neal helps with the
management of the extensive fann
ing interests of F. M. Young; B. B.
Best clerks in Fairfax, J. R. Blount
conducts a restaurant; 'C*.- A. San
ders, automobile business; H. H.
Young, telegraph operator; K. G.
Connelly, merchant; C. H. Sanders.

William Jennings Bryan was re

The first disturbance came before
Mr. Bryan's entry when the chair
man told the audience they were

lynching So I wont to Fairfax my
self and carried J. F * Grubbs and
John H. Ross with me. Some people
said they did not think that there
would be any lynching, as they had
had time to consider, and some one
said If they could get an immediate
trial that would satisfy. So I took
the negro and started toward Barn
well with him and got on this side
of Fairfax. I knew if I could get to
Allendale I could dodge them. I told
Grubbs and Ross when I got in sight
of the bridge (Duck Branch) that
they were tearing up the bridge and
told them we were going to have
trouble right here and to keep cool
and know what they were doing.
When we got to the bridge we found
an auto on the bridge and several
others off the bridge. Until I could
get out in the crowd there were
from seven to 12 autos behind me.
I kept them off hynalking to them
and the other men keeping them
out of the auto. One man threw
the ropes to the hack of the auto,
but Ross pulled it back in the car.
In that time they w'ere crowded all
around the auto. Some of the crowd
did not do anything. At that time
they pulled the negro out of the car.
All went into the creek in a pile.
They then took him and carried him
off into the swamp and in a few
minutes .1 .heard shooting. I could
not name all In the crowd. One or
two of the men on the bridge told
me that they were doing me wrong;
that they should have done this be
fore I came. The names of the men
I remembered that went into the

French Dispatch Tells of Increasing
Friction Between Two Teutonic

Question
Further evidence of the growing
strain in relations between Germany
and Austria over the refusal of th^
latter to participate In the renewed
attack upon Russia is given in an
official dispatch received from
France. It quotes the Austrian pre
mier as formally reiterating on Feb
ruary 22 that Austria-Hungary will
take no ~~p a rt in military action
against Russia or Roumanla and
will not send her troops into Uk-
ranla.
The dispatch refers to the meeting
between Emperors Charles and Wil
liam February 22 and ^ says there
seems little doubt .that a serious
conflict has arisen between the two
nations which Germany is determin
ed to settle by violent measures if
necessary.
The dispptch follows:

The latest American contribution
to warfare, the Browning automat-*
ic rifle, was officially introduced to
congress Wednesday at a demonstra
tion staged in a remote valley In the
hills that surround Washington. For
more than two hours the air was
filled with the snarl and crash of the
firing. Senators and representatives
operating the new weapons for them
selves under the direction of a squad
of officers from the machine gun
school at Springfield, Mass.
