to believe would be obeyed by us. Not
yet, and never, can any nation with
impunity order the vessels of the Uni
ted States off the high seas.- .
The challenge of thCjiGerman Ifnper-
iarGovemment has been met; sea and
land forces have been organized;
ships have been purchased and are be
ing built; the Nation is being organ
ized all along the line; nearly $3,000,-
000,000 have been loaned to the na
tions fighting Germany and more will
be furnished them. The irresistible
might of this organized invincible
Republic is going to vindicate Ameri
can honor and American rights and
establish peace,- jur.tice, liberty, and
right for itself and for the world.
Berlin has invited a comparison be
tween the Gwman support of the sev
enth German war loan and the Amer
ican support of the second Liberty
loan.- This is another evidence of
German inability to appreciate Amer
ican loyalty. How senseless it is, how
undeserved by the people of the Unit
ed States, has been shown time and
time again. And it is shown again
by the subscriptions to the second
Liberty loan bonds which overwhelm
ingly demonstrate that the American
people are willing to back to the limit
their Government in the prosecution
of this just war and show to the world
that, as the President said, the heart
of the country is with our fighting
men and with our country's cause.

the German ambassador and many
German representatives and citizens
were living here under our protection
secure in the honor and good faith of
America, they themselves were con
spiring against the peace of this coun
try, and were in effect actually wag
ing war upon this country by giving
information by which ships were
aiznk, and by actual acts of war in the
way of destruction of property and j
lives committed to this country. When
Ambassador Bemstorff in Washing
ton was asking for money to ‘Influ
ence the American Congress Zimmer
man, the foreign secretary in Berlin,
waa seeking to array Mexico and Ja
pan against us. The rules of interna
tional law regarding ambassadors
have been held by honorable nations
to be particularly sacred; but Ger
man contempt of America violated
them without scruple.
