Text of Measure Providing for. Establishment of Adclitional
Wheels of Justice in-Barnwell County.—Must First
Bi Approred by the People.

Sec. 13. That the board of jury
commissioners as constituted by law
in said county for the drawing of ju
rors for the Circuit Court shall con-
stitue the board of jury commission
ers for the drawing of jurors to attend
upon the sessions of the County Court,
and such commissioners shall upon
the order of said Court, at such time
as shall be fixed from the jury box
< whether the same has been previ
ously drawn or not), draw a panel of
petit jurors, and the Gerk of said
Court shall immediately issue to the
‘tEheriff a venire containing the names
of the persons thus drawn as petit
jurors, which venire shall be return
able at such time as may be named by
the said Court, and the persons so
served shall be the jurors for said
Court, and the law relating to the

COUNTY’S INSTITUTIONS

decessor. In case of absence ‘or in
ability of the county Judge, at the
time fixed for holding any ierm of
said Omirt, the Gvoernor may appoint
some other suitable person, being an
attorney at law, to hold said term of
Court as special county Judge. The
county Judge as provided for in this
Act shall not be allowed to act as
’counsel in any case in Barnwell Coun
ty in which the County Court has cur
rent jurisdiction with the Circuit
Court, nor shall he act as counsel in
any> court inferior to the County
Court, except the Probate Court.
Sec. 19. That the said Judge of the
County Court may appoint a sulfcient
Mater of bailiffs, not to oxccod two,
to attend upon the mid Court, and be
subject to tbe orders thereof. That
the mid bailiffs shall have the same

of said county, and shall receive as

Large Crowds Gathered to See Class
Receive State High School
Diplomas. , •/,
The most successful session in the
history of the Barnwell Graded School
came to a close last week with exer
cises in the school auditorium Thurs
day and Friday nights. Three years
ago the school ranked among the high
schools of the State as Class C., and.
the enrollment was 175 pupils. The
school now ranks'in Class A. with
fourteen units to its credit, and the
enrollment is 250. "For the second
time the graduates of the high school
have been presented with State high
school diplomas, and the affairs of the
school are now established upon so
firm a basis that it is more than likely
that it will continue to grow in sise
and excellence.
On Tuesday night the faculty and
claas of nineteen seventeen attended a
reception given in their honor at the
feeldeace of the superintendent, Robt

The May term of the Court of Gen
eral Sessions for Barnwell County
came to an abrupt close Friday, fob
owing a special recommendation of<
the Grand Jury, which alleged that
“to try each and every case will work
a hardship on the fanning interests**
ih the county, inasmuch as witnesses,
who are needed on the farms at this
particular time, would be required to
remain in Barnwell. The special rec
ommendation is as follows:
“Whereas, it is very important that
all persons directly and indirectly in
terested in the farming industry for

ing interest at this time of the year;

“Whereas, it appears to the Orand

tary of the Board of Charities and Cor
rections of South Carolina, visited the
Barnwell County chain gangs and the
almshouse last September and makes
thq following interesting report on the
conditions found there:
Barnwell County Chalngangs.
1. Mr. P. F. Parker, Foreman. Vis
ited September 29, 1916. Camp about
mile from Reynolds.
Equipment.—For the guards a tent
For the convicts a tent and a “cage.**
Trusty** convicts sleep in the tent in
which there are iron beds with straw
ticks. In the “cage” there are pallets
on the floor and on a platform as well
as two wooden bunks. Blankets are
used for bedding and bed covering.
They were fairly clean. The cooking
is done in an unscreened wooden car.
Management The physician who
lives nearest the chain gang Is sum
moned when a cuavkt is sick. Sick

‘ Sec. 14. Grand and petit jurors in
attendance upon tbe sessions of the
County Court shall receive as com
pensation for their services the same
per diem and mileage as is allowed
said jurors in the Circuit* Court. Wit
nesses in attendance upon the said
County Court shall receive the same
compensation as witnesses in attend
ance upon the Circuit Court.

Sec. 17. That the office of Magis
trate in Barnwell County shall remain
the same as is now provided for by
law, except that ir\ all criminal cases
beyond their jurisdiction they shall
sit as committing Magistrates and
shall commit and bind over the de
fendant and witnesses for trial in all
cases to the County Court where said
Court has jurisdiction and likewise to
the Court of General Sessions, as is
now provided by law.
Sec. 18. It shall be the duty of the
Governor to appoint a resident attor
ney at law of Barnwell County as
county Judge, whose term of office
shall be four years, and tntii his suc
cessor shall be appointed and quali
fied, and who shall be the presiding
Judge of said County Court. The
term of office for the county Judge
shall be four years from the date of
expiration of his predecessor’* term.

Convicts.—Number present on day

of whom 1 white man and 7 negroes
were “trusties.** The convicts are not
required to bathe when they come te
camp to start their sentences, but
they must bathe once a week while
they are. on the chaingang. (Two or
three convicts wash in the same tab
of water.) On the day of visit, tha
convicts had for breakfast: fried ba
con, combread; for dinner: boiled ba
con, com bread, syrup; for supper:
fried bacon, combread. No fresh
meat, except when hogs are killed at
camp. Sewerage from camp ia buried.

Storm at Lyndhurst.

tually engaged in the practice of law
at the Barnwell County Bar, and resi
dent in said Barnwell County: Pro
vided, that such recommendation shall
be made only after a meeting of the
Bar Association called for such pur
pose, upon notice to the members of
said bar of the purpose of such meet
ing.
Sec. 21. That it shall be the duty
of the courtty Solicitor to attend the
Court of General Sessions for said
county and assist the Solicitor in the
prosecution of all cases therein. In
dictments in all cases pending in the
County Court and not previously act-*
ed on by the grand jury shall be pre
pared in the Court o r General Sessions
and submitted to the grand jury while
in attendance upon the said Court of
General Sessions, and they shall act
thereon, and the presiding Judge may
in the exercise of his discretion, and as
the public interest may require, direct
that said cases be transferred to the
County Court. In which event skid
cases shall stand for trial in the Coun-1
ty Court as though indictipents there- dred ($440.00) dollars per annum, to

Dr. and Mrs. William Hay, of
Bessemer City, N. C., spent several
days here last week, the guests of
Mr. and Mrs. John M. Gantt.
Dr. and Mrs. R; j. Hammet, of Al
lendale, paid a flying visit to Lynd
hurst a few days ago.
