counties were carried by Mr. Rich
ards—Cherokee and York.

of Mr. and Mrs. I. F. Still, died after
a week’s illness at their home on Au
gust 6. Funeral services were held
at the city cemetery the following
afternoon.

The terrible epidemic of infantile
paralysis continues to rage with un
abated fury in New York City, while
number* of cases have been reported
from all parts of the country. The
efforts of medical and scientific men
to check the spread of the dread dis
ease have so far proved unavailing,

reported each day, and cold weather
ia said to be about the only sure re
lief in sight. That, of course, is still
several weeks in the future.
Although the number of cases of
imfantile paralysis in South Carolina is
•aid to be no more than normal and
ia, in fact, much less than the number
reported in 1910 when an epidemic
was raging in the North, it behooves
the people of this State to use every
precaution in their power to prevent
its spread. Children should not be al
lowed to congregate, and should be
kept sway from moving picture shows,
Sunday school, etc., until the danger
ia over. Physicians also advise spray
ing the throat and nose as a precau
tionary measure. The State is prac
tically quarantined now, as no child
under 16 years of age ia permitted on
a railway train without a health cer
tificate from a physician.
Remember the old adage that “an
ounce of prevention is worth a pound
ef cure."
ANALYSIS OF RETURN8.
Interesting Primary Election Figures
from Previous Campaign*.
Speculation a* to probable results
of the approaching primary election
are becoming rife as the day for de
cision draws near. For the benefit of
those who delight in juggling figures
on gubernatorial races, the following
information is given:
Cole L. Blease offered first for gov
ernor in 1906 agsinst seven oppo
nents. The three leading candidates
were Martin F. Ansel, Mr. Blease and
Richard I. Manning. In the first pri
mary Ansel received 39,850, Blease
16,801 and Manning 23,008. A vote
•f 16,983 was distributed among the
remaining five. In the second pri
mary Mr. Ansel was elected by a ma
jority of 9,399.
Two yearrs later Mr. Ansel was op
posed for reelection again by the
Newberry candidate. The total vote
that year approximated 105,000, of
which Mr. Ansel received 62,867, or a
majority of 20,767 over Blease.
Mr. Blease was elected governor in
1910, his leading opponent being C.
C. Featherstone. The vote that year
was 106,355. Mr. Blease received
56,250, Mr. Featherstone 50,605. The
Newberry county candidate’s major
ity was 5,645.
Two years later Mr. Blease was re
elected, being opposed by John T.
Duncan and Ira B. Jones. The re-
4ums that year were unprecedented
ly large, the count being 140,767. The
majority was 3,329. The vote re
ceived was: Blease 72,043, Jones
66,548, Duncan 2,166.
In the United States senatorial
race of two years ago the majority
•f E. D. Smith over hia three op
ponents was 11,731. The total vote
cast was 132,801. Smith received
72,266, Bleace 66,913, Jennings 2,258;
Pollock 1,364.
Only nine counties were in the
Blease column in that election. These
mate Aiken, Anderson, Cherokee,
Chesterfield, Clarenuon, Georgetown,
Pickens, Union and York.

Special attention i* called to the fol
lowing rules:
Rule 36. The manager* shall open
the poll* at 8 o’clock a. m.. ami shall
close them at 4 o'clock p. m.: Pro
vided That in the cities of Charleston
and Columbia the polls shall open at
8 o'clock a. m., ami close at 6 o’clock
p. m. The managers shall then pro
ceed publicly to count the votes. Af
ter tabulating the result, the managers
shall certify the same and forward the
ballot box, containing the ballots, poll
list and all other papers, except the
club roll, relating to such election, by
one of their number to the chairman of
the county committee within 36 hours
after the close of the poll*.
Rule 41. The county committees
shall assemble a t their respective
court houses on the morning of the
second day after the election on or be
fore 12 o’clock noon to tabulate the
returns and declare the results of the
primary, so far as the same relates to
members of the general assembly and
county officers, and shall forward im
mediately to the chairman of the State
committee at Colurpbia, S. C., the re
sult of the election in their respective
counties for United States senator.
State officers, congressmen and solic
itors. The State committee shall pro
ceed to canvass the vote and declare
the result.
Rule 42. The protests and contests
for county officers and members of the
general assembly shall be filed within
two days after the day of the declara
tion by the county committee of the
result of the election with the chair
man of the county committee, and said
county committee shall hear and de
termine the same at its first meeting
thereafter.
Copy of rules will be mailed to man
agers of each club with tickets.
Each executive committeeman is
hereby notified that he will be re
quired to furnish the managers of
election with two suitable boxes, one
for tickets for candidates for state
offices and one for candidates for con
gressional and county offices. (Or
dinary cigar boxes will do.)
