THURSDAY, JUNE 29, 1916.
All signs point to the re-election of
Governor Manning by a safe majority.
As we have pointed out before, there
is a long established precedent to give
a man two terms as Chief Executive,
and on the other hand there is an ov
er-whelming sentiment against “third-
termers.”
As this article is being written the
State campaign party has held meet
ings in three counties in the Piedmont
—Spartanburg, Greenville and Pick
ens. The northern tier of coun
ties poll a large vote and ex-Gov.

- I hereby announce my candidacy

Congress from the Second District of
South Carolina, pledging myself to

James F. Byrne*.
I desire to announce to the people
of the Second Congressional District
that J am a candidate for the national
House of Representatives. I will give
my best services if elected and will at
all times be faithful to the interests
of my people. I respectfully ask your

paign* that he held it in the hollow of
™“ hi* hand. He ha* heretofore received
rousing welcomes in that section of
the State, but now, strange to say, the
meetings have been markei by an en
tire lack of enthusiasm on the part of
“the deer peepul.” They absolutely
refuse to get all wrought up over the
utterances of this sttf-i ppointed
champion of the down-tro Iden masses.
In its “write-up" of the Sp irtanburg
meeting, the Greenwood Index, a paper
which is noted for its fairness in all
things, has the following to say of
Mr. Blease’s speech and the reception
he received'
“Blease spoke Am'.. Rather he read
his speech first, for he read from type
written manuscript. He did not refer
to Cooper in any way. He atUcked
Manning’s record as a legislator, al
leging that he was always on the side
. of corporations. He charged that
there had been more violations of law
under Manning than under Blease and
so on. He read a laag list of “ri«.ts
The striking thing was that he put no
“pep” in his speech and that he had so
few supporters in that .Spartanburg
crowd. The effort fell an fla: as the
traditional pan cak-. He stated in the
beginning that the whole campaign as
arranged was a conspiracy and that
the present State Executive committee
would never arrange another and all
that. Anyway it was u lomplcte fall
down so far as euthusiaam for Blease
was concerned. He did not seem to
— -mind it in the least, however. Whether
he expected it or not, whether he felt
that many of his supporters were not
there or what, is nit known. He cer
tainly did not seem to be faved, as we
say, by the blow-up or blow-out of his
first appearance in the campaign for
a third-term.”
And that was in Spauanburg. the
town where a few years ago rotten
eggs were thrown at a speaker who
dared say aught against the First
Chief! To us it is a sign that'the peo
ple are tired of eternal strife and
bickering. They are tired of being
used as cats’-paws to pull chestnuts
out of the fire for wily politicians.
They are awaking to a realization of
the fact that Gov. Manning has made
a good Governor—that under nU wise
administration of the affairs of the
State, South Carolina has made ^for
ward strides - in the past eighteen
months and that she will progress still
further if he is returned to the Ex
ecutive Mansion for another term of
two years.
As John T. Duncan said at Spartan-
- burg, “This is a bad year for third-
termers.”
What’s become of the old-fash-
fashioned boy who used to make soda
water with cooking soda, vinegar and
water ? And the same boy who licked
a mixture of salt and pepper with a
relish? . * -

■ Then this newspaper will tell yeur

“You can and you can’t; you will
and you wont; you’ll be damned if
you do and you’ll be damned if you
don’t."
Two years ago nearly every report
of the State campaign meetings, which
were reported in detail, was charac
terised by the supporters bf a certain
candidate as “a newspaper lie.” This
year, on account of the greater de
mands upon newspaper space being
made by the several wars, the ac
counts of the meetings are necessarily
“boiled, down” as much as possible to
make room for history-making news.
And “they” howl about that, claiming
that the newspapers are not “toting
fair” by failing to furnish detailed re
ports.
If the newspapers were incapable
of telling the truth two years ago,
why expect it of them now?

that if elected two things will engage
my earnest attention:
First. The adequate pensioning of

Second. The release of cotton grow

demoralized these gentlemen in 1913
