change in the determination of Pres
ident Wilson not to accept any pro
posal of the Carranza government

tary Daniels, will be placed on vir
tually a war footing for that period
as a “preparedness test.” The busi
ness of all branches of the navy de
partment with the various naval sta
tions will be carried on over the

vice will be guests of the navy de
partment during tho tests.
